Toward a Cleaner White(ness): New Racial Identities

The essay critically examines some arguments advanced by Henry Giroux that ‘whiteness’ can be appropriated within pedagogical settings as a positive force in combating racism. I question his assumption that racial identity can be rethought in terms of ethnicity. Nonetheless, I concede that, from a folk-psychological perspective, ethnic and racial ‘identities’ are fluid. Although blurring the distinction between race and ethnicity erases important distinctions between different types of groups, it also tends to deconstruct identity as an inherited and ascriptive—as distinct from voluntarily affirmed—locus of solidarity. Drawing on cognitive psychology, sociology, and cultural studies, I conclude that whiteness is less a form of cultural identity than a structure of power.

Interracial Marriage in the Last Portuguese Colonial Empire

The paper presents both the institutional background and the government philosophy regarding equality and non-prejudice within all of the territories under Portuguese sovereignty in the 1940s and 1950s, as well as tests carried out to discover if the decision to marry and racial homogamy could be considered independent variables, using annual data from statistical yearbooks relating to the colonies.

The conclusions demonstrate the existence of a social prejudice towards inter-racial marriage. The paper supports the belief that social divisions based on ethnicity must be included as part of the explanation for decolonization and independence.

The Government’s philosophy on cohesion during the last Portuguese Empire

In the last phase of the Portuguese empire (1930s-1974/5), the government’s political philosophy in relation to the colonial territories was based on considerable propaganda about the respectful relationship between the Portuguese and other peoples in their colonies. It is the aim of this study to describe the official Portuguese literature on these issues and check its accuracy for interpreting social interaction through marriage in the Portuguese colonial territories of the period.

In political speeches, Portugal was presented as a vast and great nation. Its domains and sovereignty spread over a vast range of territory and were distributed across all the continents of the planet. This was a supreme achievement, according to J. M. da Silva Cunha, one of Salazar’s Secretaries of State, later appointed Overseas Minister: “Providence led Portugal to the mission of bringing all the peoples of Europe and other continents together, taking to them the Christian message, along with European civilization”. Official speeches usually presented Portugal as an honorable nation that had set sail from Portuguese coasts to discover the whole world. This heritage was still present in the Portuguese empire, made up of a mainland territory in Western Europe, four archipelagoes in the Atlantic (the Madeira Islands, Azores, Cape Verde and São Tomé and Príncipe), Angola and Mozambique on the African continent, several territories in India, a special pearl close to China, namely Macau, and the territory of East Timor in the Pacific Ocean. So, Portuguese territory was comprised of several provinces, beginning in the northern mainland province of Minho (near Spanish Galicia) and reaching all the way to the antipodes, in Timor.

Also, according to the language of its government, the Portuguese people were a cohesive nation, speaking the same language (Portuguese), sharing the same faith (Christianity), working under the same political rule (the Portuguese administration), and taking pride in the same flag (the Portuguese flag), which was flown in all of the national territory on every continent. There were no ethnic conflicts: “We arrived where we are now, more than five centuries ago, to spread Christianity and to remain”. School children were taught that all Portuguese were equal. Whatever might be their birth, their geographical origin, or the color of their skin, they were all equal. As Cunha (1964) puts it: “So, from the beginning we considered Africans as our equals, in this way eliminating all racial discrimination”.

The Portuguese culture was a single culture, it was said. Even considering that local conditions might be different, the official ideology always stressed that, although they might differ, there were no superior or inferior cultures. Miscegenation was to be the rule, as nineteenth-century literature accused Portugal of a weakness in terms of colonization, which stemmed from miscegenation: “(…) specialist literature of the nineteenth century and the beginning of the twentieth (…) accused us of a colonizing disability (as was said at the time), because we could not preserve the purity of our race”.

So, the Portuguese nation, according to the government, was a multi-continental, multi-racial unit based on a Portuguese identity of high moral and political standards: “Portugal will continue to remain integral, with her own features of a State and multi-continental Nation, made up of the most varied ethnicities”.8 Even scholars and academics shared a good deal of this vision. According to Boxer (1961), “It is to the credit of Portugal (…) that she made no distinction of race and color and that all her subjects, once they had become Catholics, were eligible for official posts.” Despite abandoning the thesis of  a shared religious faith, a Portuguese professor of economics at the Technical University of Lisbon was to write in an academic work: “We have created throughout five centuries the most extraordinary multi-racial, national community of all times, in which merit comes from the value of the human being and not from the color of the skin. (…) Historically and currently, the Portuguese nation is, as a consequence, a mosaic of multi-continental, multi-racial populations with religious diversity”.

Sometimes a “civilization-bas” argument was added, and contradictions about the “non-superior character” of some cultures appeared: “While the Portuguese policy for human relationships in the overseas territories is impressive because of the vastness of the territories in which it applies, it is even more impressive because of its purpose of transforming aborigines into Portuguese, as Portuguese as anyone born in mainland Portugal, as it is high moral and social standards that lead them to Lusitanity, and to complete integration in the Nation”.

Did such honorable official aims result in a social cohesion that could be expressed in terms of statistical categories or indicators? Did territorial discontinuities encapsulate different societies, with different literacy levels and prejudice? Was this philosophy confirmed in terms of race relationships, inter-racial marriage and miscegenation? Is it possible to find such a Lusitanity expressed in attitudes towards marriage that lie hidden in the data of registered marriages recording different colored skins throughout the empire? It is a fact that Portugal had one of the most far-reaching colonial empires in world history and that the Portuguese had a reputation for particularly integrative and intimate relations with the indigenous groups that were colonized. In order to unify all of the territories under the same legal rules, to endow them with the same status, and to prove that they were considered as a homogeneous territory, each of the colonies was designated a province, an institutional status that was introduced in the constitutional reform of 1951. In this new institutional framework, overseas provinces and mainland provinces were partners in the same empire. However, did this predominant official discourse reflect the truth? Can we believe in this perspective for the Portuguese colonial empire in the period after the Second World War?

The aim of this paper is to test the accuracy of the language used in official political speeches during these decades, by observing how different kinds of local cultural cleavages led to different social experiences of marriage in the various territories. As far as culture, education and ethnicity are concerned, interracial marriage and miscegenation were two important aspects to be observed in Portuguese colonial territories. This paper observes that social and color differences can help to explain how there was a racial prejudice in the Portuguese Empire that must be recognized as yet one more factor helping to explain the success of the colonial wars for independence.

There is a long bibliography on the period, dating from the creation of the Estado Novo to the independence of the territories that were previously under Portuguese sovereignty (1920s-30s to 1974-75). However, most of the contributions are devoted to imperial, political or economic aspects, and even those studies devoted to analyzing the colonial philosophy, social prejudice and social cleavages do not approach the aspects of inter-racial marriage in a quantitative way.15 A recent work (Matos, 2006) is quite exhaustive in dealing with questions of racial representations and color from the 16th century to the 1970s, although it follows an anthropological approach and does not use any consistency checks.

The independence achieved by the different colonies also makes the study of ethnic and social cleavages much more interesting in so many countries, since they have such different features and geographical locations, while nonetheless sharing a common Portuguese colonial past. TOMS RIVER, N.J. — “How come she’s so white and you’re so dark?”

The question tore through Heather Greenwood as she was about to check out at a store here one afternoon this summer. Her brown hands were pushing the shopping cart that held her babbling toddler, Noelle, all platinum curls, fair skin and ice-blue eyes.

The woman behind Mrs. Greenwood, who was white, asked once she realized, by the way they were talking, that they were mother and child. “It’s just not possible,” she charged indignantly. “You’re so…dark!”

It was not the first time someone had demanded an explanation from Mrs. Greenwood about her biological daughter, but it was among the more aggressive. Shaken almost to tears, she wanted to flee, to shield her little one from this kind of talk. But after quickly paying the cashier, she managed a reply. “How come?” she said. “Because that’s the way God made us.”

The Greenwood family tree, emblematic of a growing number of American bloodlines, has roots on many continents. Its mix of races — by marriage, adoption and other close relationships — can be challenging to track, sometimes confusing even for the family itself…

Jenifer L. Bratter, an associate sociology professor at Rice University who has studied multiracialism, said that as long as race continued to affect where people live, how much money they make and how they are treated, then multiracial families would be met with double-takes. “Unless we solve those issues of inequality in other areas, interracial families are going to be questioned about why they’d cross that line,” she said.

According to Census data, interracial couples have a slightly higher divorce rate than same-race couples — perhaps, sociologists say, because of the heightened stress in their lives as they buck enduring norms. And children in mixed families face the challenge of navigating questions about their identities…

…Once, on a beach chair at a resort in Florida years ago, a white woman sunning herself next to Mrs. Dragan bemoaned the fact that black children were running around the pool. “Isn’t it awful?” Mrs. Dragan recalled the woman confiding to her.

Within minutes, Mrs. Dragan, ever feisty despite her reserved appearance, had her brood by her side. “I’d like to introduce you to my children,” she told the woman. Awkward silence ensued…

This article explores the topic of children born of biracial couplings in East Asia. The offspring of such unique unions face severe discrimination and marginalization. The status and future of this minority is especially salient in primarily homogenous states, such as Korea, Japan, and China, where racism varies from social stigma to institutionalized policies. The article will show that they have yet to create a cohesive group identity; they remain vulnerable to negative self-image and socially imposed isolation. In such nations, progress in equality for Afro-Asians will require key Afro-Asian leaders and public figures taking a stand against prejudices, as well as international pressure, and an increase in the number of biracial people due to globalization, in addition to the growing interconnectedness through New Media. Through these actions a hybrid identity and group mentality will form for the Afro-Asians of East Asia.

The growing presence of an Afro-Asian population in Asia, particularly in Korea, Japan and China, has recently come to light in the global media. The homogenous nature of these countries exposes its biracial citizens to psychological marginalization. Despite the frequent trend within marginalized groups to create solidarity through a viable counter-culture, the Afro-Asian populations have not done so. However, with the increase in globalization, leading to larger numbers of biracial people born in these states, as well as their ability to connect through the Internet, this small minority will begin to form a group identity. This is furthered by icon-status Afro-Asians leading the way and acting as beacons of aspiration for all Afro-Asians. In addition, with the help of the international community in applying pressure on governments to change racist policies, an Afro-Asian subculture and hybrid identity is likely to emerge.

A Brief History

The first Afro-Asians were the product of American G.I.s during World War II. Starting in 1946, with the occupation of Okinawa and later mainland Japan, as well as the temporary military government of South Korea, Amerasian—including Afro-Asian—children became a visible reality in East Asia. The products of both prostitution and legally binding marriages, these children were largely regarded as illegitimate. When the military presence returned to America, the distinction between the two was, for all practical purposes, null. As the American military departed, any previous preferential treatment for biracial people ended, and was replaced with a backlash due to the return of ethnically-based national pride.

Korea has the largest Afro-Asian population in the Far East, due to increased interracial relationships during the Korean War (1950-1953). Once again, children were the product of both legitimate marriages and prostitution. After the war, the United States Congress passed acts to allow for immigration of biracial children, including the Amerasian Homecoming Act of 1987. The Korean government strongly supported the emigration of Amerasian children to the United States, considering it a “cost-effective way of dealing with social welfare problems,” as they viewed the children, particularly those from Black fathers, as “institutional burdens.”However, American military men looking to bring their Asian families to the states were heavily discouraged from doing so by their superiors; Marines in particular were threatened with court martial. Despite overwhelming support and willing adoptee families in the United States, the majority of Amerasian children remained in Korea. A staggering amount of mothers abandoned their babies, especially Afro-Asian offspring, either to be raised by distant, maternal relatives or to be sent to orphanages—though this is not the case for all of the Amerasian Koreans.

In China, the Afro-Asian people group is a newer phenomenon. They first began to appear beginning with African-American and African students coming to study in China, first in the city of Beijing and later in other larges cities, such as Nanjing, Hangzhou, and Shanghai. Prominent Afro-Chinese have recently been featured in international news, helping to bring to light the growing Afro-Asian population in China and in East Asia, as a whole…

Guided by the perspective of marginality theory, the author examines the problems that have faced the mixed-blood progeny of Japanese women and American military servicemen who were reared in father-absent homes and institutions in Japan. The group has experienced discrimination according to racial, class, and family background characteristics and has encountered barriers in the areas of education, employment, marriage, and citizenship or legal status. Although culturally Japanese, mixed bloods are often stereotyped by Japanese as cultural oddities or aliens. Black Japanese have been especially victimized by discrimination and negative stereotypes. Although most American-Japanese have accepted their marginal situation with a fate-orientation common among Japanese, some have responded maladaptively with deviant patterns of aggressive or self-destructive behavior. Others have sought emigration, and a few may have “passed” into Japanese society. The author places these findings in the context of existing research on the Burakumin and Korean minorities in Japan, Korean Amerasians, and Eurasians in East and South Asia.

This study examines the extent to which the American-Japanese or Amerasian mixed-blood group in Japan has been in a marginal situation relative to the larger society. This is accomplished by an historical sketch of the problems faced by mixed bloods in Japan; an examination of specific institutional areas in which opportunities have been blocked and marginality has resulted; and a discussion of three types of adaptations to marginal status, which is based on a review of some case examples of mixed bloods. The research is grounded on unstructured interviews with eight American-Japanese mixed bloods, interviews with several Japanese who have had professional or personally intimate relationships with Amerasians, and a review of the existing literature, including the translation of biographical materials published in Japanese.

The focus of the research is on father-absent Amerasians who have spent at least their childhood and adolescence in Japan. As the Japanese government has never officially identified Amerasians as a distinct racial or societal group, there is no accurate way to estimate their total number, which, according to various sources, probably ranges between ten and sixty thousand. The research will not be concerned with mixed-blood children who were adopted at an early age,  usually by families of American military servicemen, or with the several thousand progeny of Japanese women who married U.S. military personnel or civilians and have a family and cultural life that is characteristically American…

Race, Ethnicity, and Me is a collection of autobiographical essays written by Trinity University students as an assignment for a course taught by Professor David Spener in the Department of Sociology and Anthropology. In their essays, students use research findings and scholarly concepts to analyze their own experiences involving racial and ethnic identities in the United States. The collection is intended for use by students and educators as a tool for promoting dialogue about diversity issues as they affect their academic institutions and communities. The essays it contains were written by students in the fall 2008 semester.

Claire Murphy-Cook comes from what, in her words, “can only be described as an alternative family.” She has two lesbian mothers who have been in a relationship for nearly thirty years. Both her mothers are non-Hispanic whites. Her father is a mixed-race, gay man from Brazil who was asked by her mothers to be their sperm donor. He has, nonetheless, been an active presence in Claire’s life. In her essay, she describes how traveling to Brazil with him as a teenager gave her a new sense of her own identity in racial and ethnic terms.

To be mixed race means not having a place in any defined racial categories. It means being defined by standards that do not recognize who you are or where you came from, checking too many bubbles on Scantrons, and puzzling over census categorizations. What is it exactly that places us in these arbitrary categories? How does a person come to terms with the gaps in society’s perceptions about you and the way you see yourself?…

…Though I am aware that American society perceives me as white, I view myself as half Irish (white) and half Brazilian (Latina), someone multiracial. Growing up, there was always an emphasis of both of these identities; I can remember numerous times when my parents told me that I was “not just white.” They also told me that because of societal perceptions of my race that I was treated better than if than if my skin were darker. They were not so overt as to tell me that I had white privilege, but we always talked about how my dad used to be stopped and searched in the airport all the time. Then my moms would bring up how we never got stopped or searched at the airport, and tell my sister and I that it was because we were two white ladies traveling with young daughters. Although never explicitly mentioned as such, I have always been both aware and wary of my white privilege…

Five hundred years after the arrival of the Portuguese, Brazilians are only Just beginning to address the legacy of slavery

Brazil is at last revealing its other face. After 500 years of seeking to shape itself in the image of a white, western Catholic country, Brazil is having to come to terms with its immense ethnic diversity and the social and economic implications this brings with it. An extensive report published in 1996 by the daily Folha de São Paulo revealed to the nation that almost half its 160 million people are black. This amounts to the realisation that Brazil had the largest black population in the world after Nigeria. The report also presented figures on racial prejudice, illiteracy, unemployment and income distribution among blacks from all over Brazil. The figures shocked a nation that has always believed itself to be the racial democracy of the southern hemisphere.

The myth of racial democracy has since the 1930s marketed Brazil as the sunny country where people of all races mix happily together on the beach, on the football pitch and in the Carnival parade. However, the myth has in reality served as a buttress for one of the most perverse and sophisticated forms of modern racism. By contrast to the apartheid system of South Africa, Brazil reveals a number of examples of disguised discrimination, such as in job advertising or television programming. Job adverts, which often ask for a ‘good appearance, in reality mean that blacks are not expected to apply. Television dramas, meanwhile, typically portray blacks within extremely limited, stereotyped roles, such as domestic servants or thieves. Not surprisingly, a recent poll on racial origins showed that only 5 per cent of Brazilians identified themselves as black. Most preferred to be called brown, bronze or coffee-coloured.

Discrimination based on skin colour was made a criminal offence in 1951, but the law was completely ignored and almost no-one was aware of its existence. During the military dictatorship (1964-1985), any…

New figures seen by the BBC suggest our mixed race population may be twice the size of official figures—numbering up to two million people

Looking at some new figures on ethnic minorities in Britain the other day, I glanced at a footnote and suddenly sat bolt upright in my chair.

The implications of it were clear: Britain’s mixed-race community must be at least double the size we previously thought.

The research by Dr Alita Nandi at the Institute for Social and Economic Research (ISER) used data from the UK Household Longitudinal Study (UKHLS) to examine the experience of different ethnic groups in the UK.

As with the census and other surveys, ethnicity is defined in the UKHLS by the individual: if you regard yourself as black Caribbean or white British that is how you are counted.

Using this self-reported approach, the figures suggest that 0.88% of adults define themselves as “mixed”.

But the survey—following 100,000 people in 40,000 households—asks another question: what is the ethnicity of your parents?

The footnote puts it: “If we use this alternative definition of mixed then 1.99% of adults are of mixed parentage.”

More than twice as many over-16-year-olds are technically mixed race than describe themselves that way…

The Fletcher Report 1930: A Historical Case Study of Contested Black Mixed Heritage Britishness

This article examines a controversial report that focused negatively on mixed heritage children born and raised in the city of Liverpool. The official title was: Report on an Investigation into the Colour Problem in Liverpool and Other Ports. The social researcher was Muriel E. Fletcher, who had been trained in the Liverpool School of Social Science at The University of Liverpool in the early 1920s.  The report was published in 1930 amid controversy for its openly stigmatizing content of children and mixed heritage families of African and European origin.  It could be deemed the official outset in defining Liverpool’s ‘half castes’ as a problem and blight to the “British way of life” in the city.

…Numerous ‘intellectual’ views held by white commentators, either consciously or unconsciously, or even a mixture of the two if we take the example of Ralph Williams, related to racialised discourse and they appear to have had a strong bearing on the complex nature of the anti-Black riots in 1919 Liverpool.  An outcome of this was to further stigmatise Black-white sexual relations in which the offspring of those liaisons were effectively branded as less-than human, degenerate, only to be despised and scorned by mainstream society.  Again, imbued in the rhetoric, was the notion of hybridity between Black-white unions being anomalous, which echoed the philosophy of the Eugenics Movement in Britain (Park 1930; Searle 1976: 43)….

…The aftermath of the anti-black riots in 1919 saw the problem of ‘half-caste’ children in Liverpool take on greater significance and the issue developed into a much discussed and analysed topic (King and King 1938; Rich 1984, 1986; Wilson 1992).  The debates engendered ‘intellectual’ legitimisation of racialised ideology that effectively produced a climate of opinion that sought to reduce the sexual interaction between Black and white people.  The corollary of this was to further stigmatise the mixed heritage population as a social problem that society had to be rid.  Some of the key racialised stereotypes associated with the term ‘half-caste’ will be made clearer through an examination of key Liverpool-based philanthropic organizations, which were set up to deal specifically with the ‘social problem’ caused by the progeny of Black and white relationships…

…Arguably, in relation to the Liverpool Black experience, the pivotal stigmatising report to be published in the history of poor ‘race relations’ in Liverpool was in regard to mixed heritage children and their family structure. Muriel E. Fletcher (1930), who had the full backing of Ms. Rachel Fleming, a prominent eugenicist (Jones 1982), and other contemporary pseudo-scientific intellectuals, conducted the research on behalf of the Liverpool Association for the Welfare of Half-Caste Children and published in 1930 a document entitled a Report on an Investigation into the Colour Problem in Liverpool and other Ports. It is a sociological report produced in the late 1920s and can be regarded as a nadir in the Liverpool mixed heritage population’s struggle to secure a positive social identity.  This ubiquitous racialised stigma was grounded in the eugenicist tradition of Sir Francis Galton (1822–1911) and the Eugenics Society. The society viewed humans in terms of being ‘inferior’ and ‘superior’ in stock (Jones 1982), and it is an overt philosophy throughout the report. Using eugenicist techniques, it is apparent that Fletcher attempted to study the physical and mental quality of ‘half-caste’ children.  Implicit in the research is the idea that the African and white British/European offspring were an anomaly in terms of human breeding. Eugenicists believed selective breeding could improve the physical and mental quality of humans by, e.g., ‘controlling’ the spread of inherited genetic abnormalities (which led in this era, 1920–1930s, to eugenics being abused by the Nazi Party in Germany to justify the extermination of thousands of ‘undesirable’ or mentally and physically ‘unfit’ humans)…

…Fletcher argued that ‘half-caste’ women were particularly vulnerable in Liverpool as they naturally consort with ‘coloured men’.  She maintains that ‘half-caste’ women were regarded as virtual social outcasts whose only escape from a life of perpetual misery was to marry a ‘coloured man’. As the opportunity in marrying a white man was, for a ‘half-caste’ woman, a near impossibility.  Again Fletcher points out:

Only two cases have been found in Liverpool of half-caste girls who have married white men, and in one of these cases the girl’s family forced the marriage on the man (1930a: 21).

It should be pointed out that this negative reflection of ‘half-caste’ girls in Liverpool is a major theme throughout the Fletcher Report.  Certainly the experience of mixed heritage women would require and deserves a study in itself, if only due to the significance and importance of highlighting the perspective of mixed heritage women in the history of Liverpool.  However, what is important here and central to this historical social research is to provide an insight into the racialised stigma that has impacted all individuals of mixed heritage in the Liverpool Black experience in terms of their collective social identity in the context of the city…
