Com­par­a­tive research on race and eth­nic­ity has often turned to Latin Amer­ica where racial iden­tity is seen as fluid. Using nation­ally rep­re­sen­ta­tive data from the 2010 America’s Barom­e­ter, we exam­ined the extent to which skin color, nation, class and region shape who iden­ti­fies as black or mulato in Brazil, Costa Rica, Panama, Colom­bia and the Domini­can Repub­lic. While racial cat­e­gories over­lap sig­nif­i­cantly, skin color largely deter­mines both black and mulatto self-identification in all five coun­tries although its effect varies con­sid­er­ably. We dis­cov­ered dis­tinc­tive pat­terns in racial flu­id­ity, in how color shapes racial clas­si­fi­ca­tion, in the fre­quency of black and mixed-race cat­e­gories, and in the influ­ence of sta­tus and region on racial clas­si­fi­ca­tion. We sug­gest that these pat­terns are related to nation­al­ist nar­ra­tives, state poli­cies and black move­ment orga­niz­ing. These find­ings chal­lenge widely held assump­tions about race rela­tions in Latin Amer­ica, sug­gest­ing rather that unique national his­to­ries have given way to dif­fer­ent sys­tems of race clas­si­fi­ca­tion in each coun­try. We advance the con­cept of racial schemas and vis­cos­ity to bet­ter under­stand these differences.

This thesis examines the roles of historian Gilberto Freyre and the Sao Paulo black press in the formation of racial identity in Brazil in Casa Grande e Senzala. published in 1933, Freyre presented a hypothesis of Brazilian national identity based on positive interpretations of slavery and miscegenation. His emphasis on racial harmony met with the approval of Getúlio Vargas, a president intent on the unification of Brazilian society. With Vargas’ backing, racial democracy became Brazilian national identity. Supporters included the black press which welcomed an idea that brought blacks into definitions of Brazilianness. Yet, blacks were embracing an interpretation of Brazilian identity that would replace a growing black racial awareness. Reasons for the undermining of black racial consciousness and the enshrining of racial democracy as Brazilian national identity emerge in an overview of shifts occurring during the first decades of the twentieth century.  The forces of mass immigration, negative evaluations of Brazil by scientific racism, and the nation-building politics of Vargas affected the elite minority and the poverty-stricken majority of Brazilians, but in differing ways. For while economic stability and national pride were the goals of the former, research suggests that survival was the paramount aim of the latter. Addressing the needs of both groups, the adoption of racial democracy as national ideology in the late 1930s maintained elite privilege, defused the potential of racial unrest, and promised social mobility to the masses.

Benefits to the largely-black masses, however, had strings attached. Social mobility depended on their acting “white” and becoming “white” through miscegenation. In the face of desperate poverty, blacks had few options and assimilation seemed a way to move beyond their low socio-economic status. Furthermore, contrasts with American segregation convinced black writers that battling discrimination had to be secondary to the economic survival of their community. The thesis concludes by seeking to explain the paradox of a society characterised by many foreigners and most Brazilians as a racial paradise from the 1930s to the 1970s even though Brazilian reality evinces gross inequality between the small Europeanised elite and the large black and mixed-race underclass.

An increasing number of U.S. children are living with interethnic parents, yet we know relatively little about how they are faring. Using data from the first wave (1987-1988) of the National Survey of Families and Households, this study examines differences in child well-being between children living with interethnic parents and those living with same-ethnic parents. Results provide only limited evidence that child well-being is lower among children living with interethnic parents. Compared with children in same-ethnic families, children living with interethnic parents exhibited higher levels of negative affect, and this difference could not be explained by differences in background or family characteristics, levels of parents’ relationship stressors, or parenting quality. At the same time, however, no differences were found in global well-being, positive affect, or behavior problems. Children living with interethnic parents may face some greater difficulties that warrant concern, but they do not appear to face pervasive disadvantages.

The question of race and skin color has haunted both the Latino and black communities, with far too many denying any ties to African ancestry—despite darker skin tones. But the choice many Latinos face—as to whether they should call themselves black or white—may be feeding into the hands of strategists, who may be making economic determinations based on the number of people of color.

The choice and how it impacts on society has befuddled the minds of many social researchers and is not unlike the problem of color that blacks in America confront. “My sense is that it hasn’t changed much,” explained Dr. Samuel Betances, a sociology professor at Chicago University who wrote a manifesto on the “Prejudice of Not Having Prejudice.”

“Puerto Ricans and Latinos have a fear of admitting that they are racially mixed. We don’t want to admit we are part of an African legacy. If you ask a Puerto Rican how he would describe himself, as black or white, he would claim he had Indian blood,” Betances said…

Jordan claimed that in Latin America and the Caribbean, the racial parody worked in reverse. “Part of the problem is misunderstanding,” he said. “Racial definitions in Latin America versus the United States are different, in the United States, if you have a drop of black blood, you’re black. in Latin America. if you have a drop of white blood, you’re defined as white, which is often referred to as the blancamiento, meaning ‘whitening.’ Jordan further asserted that “these two definitions clash because when people from Latin America come here, they operate under the rules of Latin America. So people clash because they see racial identifications differently through a prism. The other part is exacerbated by racism within the Latino community. Introduction

F.D.A. Approves a Heart Drug for African-Americans. This June 2005 headline announced the arrival of BiDil, a heart failure edication that is approved for African-Americans only. BiDil is the first drug in pharmaceutical history that will constitute standard therapy for only one particular “race.”Health care professionals are becoming increasingly interested in “racebased” medicine in the research and therapeutic contexts. Many researchers are attempting to discern “racial” differences in disease manifestation, biological functioning, and therapeutic response rates. As this approach develops, physicians may prescribe different dosages of medication for people of separate “races” or may provide them with entirely different drugs. In light of the success of BiDil, investigators are also likely to pursue the development of additional “racially-tailored” medications. In fact, several academic and professional conferences have already devoted significant time to the discussion of “race-based” medicine. On April 18, 2005, the University of Minnesota hosted aconference entitled Proposals for the Responsible Use of Racial & Ethnic Categories in Biomedical Research: Where Do We Go From Here? Likewise, the Eighth World Congress on Clinical Pharmacology and Therapeutics, held in 2004 in Brisbane, Australia, devoted an afternoon to ethnopharmacology.While “racial profiling” in medicine has generated significant discussion in medical and bioethics circles, it has thus far gained relatively little attention in legal literature. This Article aims to develop the discourse concerning this important topic. It argues that “race-based” medicine is an inappropriate and perilous approach. The argument is rooted partly in the fact that the concept of “race” is elusive and has no reliable definition in medical science, the social sciences, and the law.  Does “race” mean color, national origin, continent of origin, culture, or something else? What about the millions of Americans who are of mixed ancestral origins—to what “race” do they belong? To the extent that “race” means “color” in colloquial parlance, should physicians decide what testing to conduct or treatment to provide based simply on their visual judgment of the patient’s skin tone? “Race,” consequently, does not constitute a valid and sensible foundation for research or therapeutic decision-making.

Further, this Article contends that “racial profiling” in medicine can be dangerous to public health and welfare. A focus on “race,” whatever its meaning in the physician’s eye, can lead to medical mistakes if the doctor misjudges the patient’s ancestral identity or fails to recall that a particular condition affects several vulnerable groups and not just one “race.” The phenomenon can also lead to stigmatization and discrimination in the workplace and elsewhere if the public perceives certain “races” as more diseased or more difficult to treat than others. In addition, “racial profiling” could exacerbate health disparities by creating opportunities for health professionals to specialize in treating only one “race” or to provide different and inferior treatment to certain minorities. It could also intensify African-Americans’ distrust of the medical profession. Finally, “race-based” medicine might violate numerous anti-discrimination provisions contained in federal law, state law, and federal research regulations and guidelines…

…The Article will proceed as follows. Part I of the Article will describe “race-based” research and therapeutic practices and will examine the growing interest in “race-based” medicine and the reasons for it. Part II will argue that “race” is a concept that has no coherent meaning and that is potentially pernicious. Part III will focus on the dangers of “raciallytailored” medicine, and Part IV will analyze a variety of anti-discrimination mandates that could potentially be violated by the practice. Finally, Part V will detail recommendations for the development of attribute-based medicine in a manner that will promote the health and welfare of all population groups…

…This Article argues against substantial use of the concept of “race” in medical settings. A primary reason for this restriction is that “race” has no coherent meaning, and therefore, reliance upon it for research or treatment purposes can be confusing at best and can lead to significant adverse consequences at worst. This section will build the argument that based on medical science, the social sciences, and the law, “race” has no reliable definition or real meaning. Moreover, it is a pernicious concept that has been used to suggest that human beings can be divided into subspecies, some of which are morally, intellectually, and physically inferior to others. Thus, medical professionals should focus on more precise and meaningful aspects of human identity rather than on the amorphous concept of “race.”…

There is a belief in some quarters that there is a biological solution to the Negro problem; that is, in due course of time there will be no Negro problem because there will be no Negroes. They will have gradually become lighter and lighter, by virtue of the infusion of white blood, and by the preferential mating among Negroes themselves (wherein the light-skinned Ne- groes are the preferred mates), and finally will have disappeared as a minority group. This paper is an attempt to refute this theory, and in addition, perhaps, to bring up to date some of the findings on the Negro skin color.

In a recent article entitled “The Vanishing American Negro,” Ralph Linton maintains that in 200 years the American Negro will have disappeared as a minority group. Dr. Linton bases his assumption on several hypotheses. First, it is maintained that so far as total population is concerned, the overall proportion of Negroes to whites is steadily declining.

This statement needs some amplification. From 1790, when the first census was taken, until fairly recently, it is true that the proportion of Negroes in the total population declined. In 1790, 19.3 per cent of the United States population was Negro, while by 1930 this figure had been virtually halved to 9.7 per cent. This comparative diminution was due not only to a smaller net reproduction rate on the part of the Negro as compared to the white, but also to immigration. Thompson estimates that 38,000,000 immigrants entered the United States between 1820 and 1930, and (he number of Negroes included was negligible. (Since 1808, when African slave importation was prohibited by law, the number of Negroes entering the country has been extremely small.)

By 1930, however, the immigration picture had changed, and by 1940 the effects of this change could be seen in the Negro-White Census figures…

How many Negroes are ‘passing‘ every year in the United  States?” “What percentage of the White population possesses some Negro blood?” “In time, will all the Negroes ‘pass’?” “What proportion of the present-day Negro population is pure Negro?” “Is it true that many of our so-called White marriages are producing Negro offspring?” “Are some of our top-flight radio and motion picture entertainers really Negroes?”

These questions, or questions of similar implication, have been asked sporadically for the past 200 years. Recently, however, they have broken out afresh. Sinclair Lewis’ best-seller, Kingsblood Royal, persistent rumors concerning some of our most popular entertainers, and finally estimates as to the number of Negroes who “pass” every year, have done much to revive the old questions (and superstitions) regarding the “mysteries” of skin color.

Some of the questions are scientifically answerable, some are unanswerable because of the nature of the data, and some of the questions have only hypothetical answers. Ignoring the answerable questions for a moment, let us examine those questions which either have no present answer, or at best whose answers are problematical.

I. The number of Negroes who annually “pass.”

Walter White, in his “Why I Remain A Negro” states that “Every year approximately 12,000 white-skinned Negroes disappear…Roi Ottley, in his “Five Million White Negroes” puts the figure at between forty and fifty thousand annually, with a “total” of between five and eight million! Such a wide disparity in figures suggests the real answer, namely, nobody knows.

For obvious reasons, Negroes who do “pass” keep the matter a secret, at least to the Whites. Furthermore, many Negroes who do “pass” do so on a temporary basis; that is, many of them are discovered, move to a new cultural setting, and begin the “passing” procedure over again.

Some years ago, when I was living in Britain, I received an e-mail from a college friend who had recently announced her first pregnancy. “We have become good friends with a black/white couple,” she wrote. “They have a precious baby boy — you and Dan are going to have the cutest kids!”

Yes, Daniel was black and I was white — a British Jamaican and an American half-Jew, respectively — and yes, I suspected that we would have cute kids. But her well-intentioned e-mail made me roll my eyes. It was hard to imagine commenting to a white couple that their future children would be attractive simply because you’d seen some other white parents with a good-looking child.

Now that Daniel and I have broken up, no one tells me how cute my kids are going to be anymore. To be fair, that’s probably because I’m 30 and single again and my friends are trying to be sensitive by not talking about my future children at all. But to me, this is all part of a strange new landscape I am navigating, as I renegotiate both my singleness and my whiteness.

O.K., let’s not mince words. Whiteness is indelible. With and without Daniel, my skin color has allowed me countless minuscule and immense privileges, most of which I don’t even notice unless I choose to.

But when I fell in love with Daniel, my whiteness no longer told the whole story. With Daniel, I was white as ever, but I was also part of a unit that was half white and half black. Coming out of that, I’ve learned, is complicated…

…And for us, race was part and parcel of all of those things. Daniel and I talked about race a lot. Some of our friends, other mixed-race couples, never really acknowledged their differences: they chose the path of “colorblindness,” whatever that means. This approach wasn’t for us. Daniel often joked that if our children came out of the womb without Afros, he was putting them back. His blackness mattered to him and was a source of pride and power; it was a cornerstone of his identity. If I failed to see that, I failed to see him.

When Daniel and I talked about our future, our eventual children were ever-present. Peggy Orenstein once wrote that when she was pregnant, she imagined that as the woman in the relationship, she would be in charge of talking to her daughter about gender, and that her Japanese-American husband, as the person of color, would be in charge of race. She learned that this was not the case: they were both responsible for nurturing their daughter’s gendered and racial identities.

Becoming the kind of white woman who was equipped to do that, who was able to be a valuable partner to a black man and eventually a strong parent to black children, required not only learning how to respond effectively to racial bias, but also learning to accept that my loved ones would inevitably experience the world in ways I’d never fully understand. This was an active, continuing process: love isn’t enough. I was working on it. Working on it became part of who I was…

While rape played a huge part in the origins of Africa and the Diaspora’s mixed race populations, it is wrong to attribute it all to rape, argues Carina Ray.

In the February 2004 issue of New African, the columnist Stella Orakwue threw the covers off one of the European empire’s dirtiest secrets–the widespread rape of black women by white men. Her expose, headlined “History’s Most Sordid Cover-Up” went on to declare that the historical origins of mixed race populations in Europe’s former colonies in North and South America, the Caribbean and Africa are located in this silenced history of rape.

In the following months, Orakwue’s pronouncement drew a lively response from several New African readers. Yet, each piece of writing in the thread left me with a distinct sense that the discussion had taken a wrong turn—or gotten off on the wrong foot to begin with, sweeping historical claims, such as the one made by Orakwue, are bound to be both true and false. Exceptions to the rule aside, her argument is valid for North America, particularly in the South during the era of slavery and to a decreasing extent through the period of Jim Crow segregation.

The origins of mixed race populations in South America and the Caribbean, however, fit less neatly into a single pattern of explanation. This should not be taken as a denial of the partial role that rape played in the development of mixed race populations in these regions, but to identify it as the predominant causal factor obscures the complicated history of race mixing in these areas.

Many countries in South America and the Caribbean are home to populations that are almost entirely mixed. Their numbers cannot be accounted for primarily by rape, but rather result in large part from complex patterns of inter-marriage, concubinage and consensual sex between indigenous peoples, Africans, Europeans and multi-racial people themselves. With respect to Europe’s former African colonies, the link between rape and the origins of mixed race people is strongest, although by no means definitive, in the settler colonies of Southern Africa, where rape often formed part of a regime of white domination. It also functioned in areas like the Cape Colony, in modern-day South Africa, as a violent form of slave labour reproduction, not unlike the American South during slavery. The paradigm of rape, however, is far less adequate for explaining the historical origins of mixed race people in other parts of Africa…

…One need only look at the lineage of many of Ghana’s Afro-European families, like the Bannerman, Brew, Wulff-Cochrane, Reindorf, casely-Hayford, Hutchison, Lutterodt, VanHein, Vroom and Van der Puije families, to name just a few, to know that their female progenitors were not enslaved women, but rather members of indigenous families who married European men.

Unions of this type, as well as less formal consensual relationships, were not unique to Ghana; rather they formed an important aspect in the development of many of West Africa’s coastal societies. This key facet of West African history is eclipsed when the history of mixed race people is collapsed inside the history of rape.

It is often forgotten that in many instances during the first 400 years of the colonial encounter, Europeans were at the mercy of their African hosts. One of the ways European men survived and even thrived during this period of the colonial encounter was by marrying or cohabiting with African women, who not only provided companionship, medical assistance and domestic services, but also valuable local connections.

Contrary to the notion that colonialism was a one-way street which led to the Europeanisation of Africans, European men were also Africanised—in large part through their relationships with African women. Marriage was used as a means of cementing alliances to advance the interests of both groups, particularly in coastal trade, and importantly such arrangements were made at the behest of Africans…

It’s official: The United States is officially “tan.” According to the U.S. Census Bureau’s first population estimate by age, race, ethnicity, and sex since the 2010 Census, “50.4 percent of our nation’s population younger than age 1 were minorities as of July 1, 2011. This is up from 49.5 percent from the 2010 Census taken April 1, 2010. The population younger than age 5 was 49.7 percent minority in 2011, up from 49.0 percent in 2010.”

As expected, media flurry ensued. The Associated Press was among the first outlets to pick up the story reporting, “For the first time, racial and ethnic minorities make up more than half the children born in the U.S.” USA Today noted the nation’s changing complexion and described the Census Bureau’s report as “a sign of how swiftly the USA is becoming a nation of younger minorities and older whites.” And according to the New York Times, “such a turn has been long expected, but no one was certain when the moment would arrive.”

Now that the moment is here we must reckon with it. Today’s Census statement marks a social milestone for a nation that has struggled with issues of diversity, privilege, and power. But, as I suggest in my forthcoming book Clearly Invisible: Racial Passing and the Color of Cultural Identity, the tanning of America might be only skin deep. Or, putting it differently: Is the U.S. passing as “tan”?…

…Here’s why you should care. Because looking at tomorrow’s “tanning” generation in demographic terms only subtly promotes them as the chosen ones who can and will dismantle racism that took centuries to build. When we take this perspective we are shifting the responsibility of solving institutional and structural racism off those of us who were born before July 1, 2011 and off our legal and social histories. This is not only unfair — it’s unrealistic. Predicting the demise of racism by the rising number of nonwhite births is probably not the best way to fulfill our desire for a more just society. Wouldn’t the present-day elimination of disparities in income, employment, health care, education, crime, punishment and family structure for this new generation (as well as their parents) be more accurate measures?…
