I’m a “Chino-Chicano.” I was born in East Los Angeles and raised in the small town of Hacienda Heights. My dad is an immigrant from Chihuahua, Mexico and my mom an immigrant from Hubei in central China. The Romeros lost their family fortune during the Mexican Revolution by siding with Pancho Villa, and eventually immigrated to El Paso, Texas. They moved to East Los Angeles in the 1950’s and we’ve been here in Southern California ever since. My mom’s family immigrated to Los Angeles from China via Hong Kong and Singapore in the 1950’s. My maternal grandfather, Calvin Chao, was a famous pastor in China who launched the first Chinese branch of Intervarsity Christian Fellowship. The Chaos fled their native land because my grandfather was on a communist “hit list.” As an interesting side note, my Mom’s family traces directly back to the founding emperor of the Song Dynasty!

Growing up “mixed,” I had a lot of struggles with racial identity. I was very proud of my Mexican heritage, but at a young age got sent the message that being Chinese was a bad thing. On the first day of first grade a kid walked up to me, pretended to hold an imaginary refrigerator in his hands, and said, “Here’s a refrigerator, open it up. Here’s a coke, drink it. Me Chinese, me play joke, me do pee-pee in your Coke.” Kids are so mean.  I was so scarred by that event that I denied my Chinese heritage for the next 18 years.  Once I even remember telling a friend that my mom was our housekeeper because I was embarrassed that she came to pick me up from school…

The documentary, Denying Brazil, is a plain-speaking and fascinating unmasking of the white racism endemic in Brazilian television’s most popular genre, which in the USA we would call the soap opera, but which throughout Latin America is known as the telenovela.
 
The telenovela is more than a soap opera. It has a centrality in everyday life in much of Latin America way beyond its cousin in the USA. At times a series will comment very directly on current events, rather like the special “West Wing” episode produced after 9/11. People are glued to the set across social classes, the audience includes lots of men as well as women — and we’re talking prime time, not daytime. Telenovelas are not only amazingly prominent, but also have a format different to soap operas. Soaps usually run once a week and often for years on end, whereas telenovelas run every weekday night for some months and then come to a final climax.

The genre is now worldwide. Brazil, Mexico and Venezuela, in particular, but also other Latin American countries even export their telenovelas quite successfully around the world. Exclusive US rights to the plot-concept of Colombia’s hugely popular “Ugly Betty (Betty La Fea)” were not long ago sold for serious money. In other words, when we’re talking telenovelas, we’re talking about something ultra high profile.

So how they portray— or don’t— people of color is a really big deal in our multi-colored hemisphere. There have been some hard-hitting documentaries on racism in US media, such as the late Marlon Riggs’ Ethnic Notions and Color Adjustment, and Deborah Gee’s Slaying The Dragon. In Denying Brazil Brazilian director Joel Zito Araújo zeroes in on the very same issue: persistent white racism in media, with Brazilian telenovelas — usually acknowledged as the best there are in Latin America — in close-up…

…To properly grasp the documentary’s message, one needs to take a step back and understand the way race works in Brazil and many Latin American nations. In the USA for most purposes, there is a binary code — one is either black or white, however light-skinned. In much of Latin America, however, the code that dominates is one which puts value on the lightness of skin color, the nearness to being white.
 
This code obviously still prizes being white as the index of both beauty and intelligence, and disfavors being black as signifying unattractiveness and stupidity, but there is no fixed In-Out as there is in the USA. There is instead a microscopically detailed ladder of racial acceptability, where the more you can “whiten” yourself the better things get for you. It is referred to as branqueamento in Portuguese, blanqueamiento in Spanish and can be translated to whitening in English.
 
Over the past hundred years this different system has permitted many Latin American commentators to claim that racism is peculiar to the USA, and that Brazil, for instance, is a “racial democracy” or that Venezuela is a “coffee-colored” country where lots of folk are at least a little mixed in origin, so being lack doesn’t matter. Preface

The discussion of race in the United States reflects to a great extent the situation in the country. The adoption of the one-drop rule, according to which anyone who has a drop of black blood is considered black, has too often been taken for granted, resulting in a polarization that characterizes both the formulation of problems related to race and the purported solutions to those problems: a person is either black or white but not both; there is no in between. It also has tended to move to the background the visible dimensions of race and to pay undue attention to biological and genetic conceptions of it; heredity, rather than appearance, has often been regarded as most significant. Finally, it has contributed to the widespread use of the metaphor of purity associated with whites and of impurity associated with blacks: to be white is to be uncontaminated, whereas to be black is to be contaminated. That a mixture is generally different from the elements that compose it but partakes of them, that races involve gradation and fuzzy boundaries, and that visible appearance plays an important role in racial classifications are facts too often neglected.

This model of race takes insufficient note of what much of the world thinks and illustrates the insularity that characterizes some segments of the U.S. community. Indeed, it is seldom that proper attention is paid to the views of other societies. Although the views on race of some European philosophers, such as Kant and Hume, have been studied in some detail, treatments by Latin Americans or Africans, for example, are generally ignored by North American philosophers concerned with race.

The inadequacy of this parochial approach becomes clear when one considers how conceptions of race vary from place to place. In Cuba, for example, to be black entails a certain kind of appearance. A person who appears to have mixed black-white ancestry is not usually considered black or white but mulatto. In the United States, according to the one-drop rule, to be black requires only one black ancestor, even if physical appearance tells another story. But in Cuba persons of mixed black and white ancestry who look white are generally taken as white, whereas those who appear black are considered black. Clearly the criteria of racial classification used in the United States and Cuba are different. Similar differences can be found between the views of race in the United States and elsewhere in the world.

This neglect of points of view in other parts of the world also applies to ethnicity and nationality. Societies differ substantially in how they establish and think about ethnicity or nationality. Some societies use skin color and physical appearance to establish ethnic and national distinctions; others use lineage or culture. Indian is a racial term generally associated with ancestry in the United States, but in some contexts in South America it is used to refer to culture: to be an Indian indicates that one has not adopted the ways of Europeans, thus carrying with it the disparaging connotations that this entails in the eyes of those who are European or have adopted European culture. Nationality is taken in some cases to be a legal marker—whether involving birthplace or ancestry—and in others to be an indicator of kinship, race, or culture. As in the United States, in some parts of Latin America blacks and mulattoes were denied citizenship because of their race or racial mixture, whereas in other parts of that region it was denied on other grounds, including culture.

Considering these differences in conception, it would seem to make sense that theories of race, ethnicity, and nationality need to take into account as many of the various ways in which different societies use these notions as possible. But the tendency in the United States has been to concentrate on Western European views. This has resulted in inadequate theories, based on cultural and social biases. If U.S. thinking is to make any progress toward an understanding of these phenomena, it needs to go beyond parochial boundaries and consider other societies where race, ethnicity, and nationality also play important roles. How are these notions used in the East, the Middle East, Africa, and Latin America?

Latin America is especially important because it is the place where Africans, Amerindians, and Europeans first came together in substantial numbers. Indeed, some scholars have made the argument that the concept of race in particular developed in the context of the encounters between these peoples in the sixteenth century. The details of the story have still to be worked out, but one thing is clear: Latin America is significant in this development. And the significance is not restricted to the fact that Latin America is a meeting place of Europeans, Amerindians, and Africans; it involves also the complex subsequent history of racial, ethnic, and national mixture in the region. Scholars who have studied the pertinent populations do not tire of repeating that Latin America is one of the places in the world where mixing has been most prevalent…

In their quest for greater political participation within shifting imperial fields—from Spanish (1850s–1898) to US rule (1898-)—Puerto Ricans struggled to shape and contain conversations about race. INTRODUCTION: Racial (Dis)Harmony in Puerto Rico

It is a theory with no foundation. She does not know what bomba is. Our bomba is a fusion of many races and cultures: Indigenous, Spanish or European, and African. This is the only authentic one. Everything else is just an invention.

After my first semester in the United States, I was desperate to leave the mainland and return to my home at the urban core of the northern city of Bayamón, Puerto Rico. My family and friends welcomed me with many gatherings, some in the San Juan area and others in my family’s hometown of Yaucoin the southern part of the island. Everyone peppered me with questions about life away from home. On one of these occasions, a relative asked me if I had become friends with other Puerto Ricans. I answered that I had become very close to a Puerto Rican black woman. I did not realize that I had spoken openly about blackness, instead of the customary muffled modalities that many islanders often employ, until my relative responded, “Then she is not Puerto Rican! Only the americanos would make reference to a person’s skin color.” My relative’s response was surprising to me because in our extended family, antiblack racism had been at the heart of many conflicts, despite (or because of) our racially mixed heritage.

After years of archival research on racial struggles in Puerto Rico, I find myself repeatedly recalling this one exchange, one of many others that have a similar pattern. Perhaps I recall it because of the array of important questions my relative’s response elicits about Puerto Rican immigration, US colonialism, national identities, constructions of whiteness/blackness/racial mixture, and gender (all of which I will explore in the pages of this book). But, most probably, this moment is fixed in my mind because I was struck by the quick and effective way in which my cousin silenced me when I acknowledged my friend’s cherished sense of self as a black Puerto Rican woman. There was no better strategy to shut down a possible conversation about the historical and contemporary realities of racialized marginalization than (a) to deem race, racialization, and racism as foreign matters, specifically as US phenomena, and (b) to question one’s commitment and love to the Puerto Rican nation. My own commitment was already in question; I too was quickly becoming an outsider. Given this oft deployed silencing device, this book is particularly attentive not to reify a Latin American paradigm of race relations or a US model. Instead, Puerto Rico’s move from Spanish to US rule provides a unique opportunity to flesh out some of the sociocultural and political processes that made necessary the organization of knowledge about racialized marginalization along the lines of opposite racial paradigms. To do so, it is imperative to look at silencing and racialization practices historically, as well as investigate the many struggles that elicited these practices. In the following pages, I explore a few key historical moments between the 1870s and 1910s when silencing became especially urgent in politics. It is worth noting that the reasons for and the modes of containing race talk have continued to shift and change after the period under scrutiny in this study…

…I aim to uncover the ways in which the history of slavery, the processes of emancipation, and the nature of colonialisms in Puerto Rico contributed to the contradictory construction of national and racial discourses at different historical moments since the late nineteenth century. For more than a century after emancipation in 1873– 76, government institutions, academic studies, and cultural organizations have reproduced the idea that Puerto Rico is a unified nation—despite its colonial relation to Spain and later the United States—whose people originated from a mélange of three cultural roots: the indigenous Taínos, Africans, and Spaniards. This national discourse holds that because these races mixed harmoniously to create the Puerto Rican race/nation, racial conflict has never existed on the island. In fact, the lack of racial conflict defines Puerto Ricanness. Therefore, to address issues of racialized exclusion or to express/embrace a racialized sense of self is understood by most Puerto Ricans as antinational. Paradoxically, the Puerto Rican dominant classes have persistently underscored the white, Hispanic experience as the main thread that provides coherence to the history of the Puerto Rican people. In this discourse of the nation, the presumptively racially mixed, harmonious society ensures the unity of all social classes. Yet that discourse also preserves the rights of white Creole men as political and social superiors, and consequently, the struggles and aspirations of those deemed or self identified as black continue to be systematically marginalized.

The attempts to silence discussions about racialized domination (especially the persistent denial of racism) and the corollary suppressions regarding individual and communal racialized histories coexist with Puerto Ricans’ everyday antiblack racist practices and racialized talk. Most Puerto Ricans, however, do not recognize their everyday references to racialized markers of difference— mostly derogatory remarks about blackness— as a product of and form sustaining racialized domination. To explore this tension I have chosen the analytics of silence, where silence means something other than total absence. I am here interested in both the attempts to shape or prevent talk and the partial and fragile silences produced through such endeavors. Hence, as I explain later in this introduction, silence is communicative in nature, comprising a wide array of practices that were, in fact, generative of more talk.12 The many disruptions of silences and the other idioms elaborated to advance mobilization for social justice also fostered talk on race. As such, the practices of censorship shaped (creating gaps, voids, misrecognition, and euphemisms, among others) but did not impede the talk of race. Conversely, efforts at repressing the talk of race have indeed prevented sustained conversations about racialized domination because these could crystallize into projects for sociopolitical transformation. This book seeks to track both the fraught processes through which silences are constantly reconstituted and the overall effect of a plurality of silences, intended and unintended, which have prevented open discussions about racialized domination…

The Black Middle is the first full-length study of black African slaves and other people of African descent in the Spanish colonial province of Yucatán, which is today part of southern Mexico. The study is based on Spanish and Maya-language documents from the sixteenth through nineteenth centuries, found in a dozen different archives (mostly in Spain and Mexico). Restall’s goal is to discover what life was like for a people hitherto ignored by historians. He explores such topics as slavery and freedom, militia service and family life, bigamy and witchcraft, and the ways in which Afro-Yucatecáns (as he dubs them) interacted with Mayas and Spaniards. He concludes that in numerous ways, Afro-Yucatecans lived and worked in a middle space between—but closely connected to—Mayas and Spaniards. The book’s “black middle” thesis has profound implications for the study of Africans throughout the Americas.

Visitors to modern day Yucatán encounter a region rich in indigenous culture; guidebooks extol the grandeur of ancient Maya kingdoms whose ruins still dot the countryside; local populations converse in Maya dialects, proof of Maya cultural survival, despite the centuries of conflict that began with the arrival of Spanish Conquistadors. As Matthew Restall shows in his book, however, these images entirely overlook the tremendous role played by people of African descent, who participated in the initial conquest and settlement of the peninsula and then represented a sizeable percentage of its population throughout the colonial era. Indeed, the number of Afro-Yucatecans equaled the combined total of Spaniards and mestizos throughout the centuries, and by 1700 represented about 10 percent of Yucatan’s total population.

Involuntary African migrants arrived to Yucatán from the colony’s beginning, but the region’s poverty precluded the use of wide-scale African slavery. As a result, slaves were few in number and greatly exceeded by free Afro-Yucatecáns. Furthermore, Mayas did the unskilled labor, often managed by the Afro-Yucatecán populations, both free and slave, one example of the “middle” role played by the colony’s “blacks.”

One of Restall’s central theses is that Yucatán was not a slave society but was a society with slaves, an all-important factor distinguishing the lives of Afro-Yucatecáns from, for example, the lives of blacks in the slave society of the American south. Restall goes to great lengths to argue that there existed no coherent ideology of racism in Yucatán, rather slaves were viewed as individuals, known by their names, welcomed into Catholic society, integrated into urban occupations, and allowed to marry and have children. Indeed, Restall shows that the line between slave and free was a narrow one, as slaveowners largely treated slaves no differently than they did free people of color, viewing them more as status symbols than labor to exploit. Emancipation in 1829 was not particularly controversial in Yucatán; slaves had long enjoyed high rates of manumission and were anyway greatly outnumbered by free Afro-Yucatecáns.

Afro-Yucatecáns were stationed solidly in the “middle” of the society, working for Spaniards as managers in rural and urban enterprises, and even becoming owners of middling level businesses, such as silversmiths, barbers, tailors, and shoemakers, often times after having first served as apprentices to Spaniards. Moving from apprentice to owner demonstrates Afro-Yucatecán social mobility, a process also often achieved in Yucatán by service in the Pardo militia. Afro-Yucatecán companies defended the colony from pirates and enemy naval attacks, earning prestige and income at the same time. In many ways, Restall shows that blacks were in the middle between Spaniards and Mayas.

Yucatecáns of African descent also lived in rural areas, especially in the “dome” of Yucatán, northwest of Campeche, a region Restall calls “the colored crescent.” In the countryside, Afro-Yucatecáns never formed their own segregated communities, but lived among the Mayas, growing corn and beans on milpas (small plots), becoming fully integrated into village life, marrying Maya spouses, and raising Maya-speaking, Afro-Maya children.

Miscegenation was constant and prevalent throughout the colony; mulattoes far out-numbered blacks, for example. Restall examines extensively the perception in Yucatán of mixed-race “castas,” concluding that casta categorization was largely ambiguous. An individual classified as mulatto at baptism might later be referred to as mestizo. In any event, such classifications were not too important since “calidad” (meaning, roughly, status) was determined by a host of traits with race being only one. Prejudice existed, Restall admits, but tended to be directed at individuals whose behavior was deemed dishonorable rather than at any ethnic group as a whole.

A fascinating section, albeit one less well integrated into the book, examines witchcraft, especially healing and love magic. Interestingly, Restall finds that Afro-Yucatecáns were no more likely to be accused of black magic than Spaniards. This revelation is important for several…

It shows how government and social processes of racializing are too seldom understood by mainstream society, and the implication of attendant policies are sorely neglected.

The concept and measurement of race and their relationship to public health: a review focused on Brazil and the United States

Race has been widely used in studies on health and healthcare inequalities, especially in the United States. Validity and reliability problems with race measurement are of concern in public health. This article reviews the literature on the concept and measurement of race and compares how the findings apply to the United States and Brazil. We discuss in detail the data quality issues related to the measurement of race and the problems raised by measuring race in multiracial societies like Brazil. We discuss how these issues and problems apply to public health and make recommendations about the measurement of race in medical records and public health research.

“Race is a social construct, but as for other aspects of social stratification, with biological consequences.”

The notion that health is influenced by the social position of individuals has been known for many centuries. Nancy Krieger notes that since Hippocrates the relationship between health and social position has been acknowledged. It has also been shown that social disparities in mortality exist for almost all causes of death in most societies, and these disparities have been increasing in recent decades in several developed countries.

Race has been used extensively in the medical and public health literature, especially in the United States, to measure social differences in health outcomes and treatment, and its use has increased in recent decades. In the US, there is a vast literature that relates race to disparities in health outcomes, which shows that race is an important predictor of health status. “Blacks” in the US are disadvantaged compared to “Whites” on most indicators of economic status and health. Despite a reduction in these racial inequalities on both of these indicators during and immediately after the Civil Rights movement (the mid-1960s to the mid-1970s), they have remained large or have widened ever since. In the US, adjustment for socio-economic status (SES) always reduces and sometimes even eliminates racial disparities in health. A recent publication of the Institute of Medicine also documented that there are large racial differences in the quality and intensity of medical treatment in the US, even after adjustment for access factors, SES, and severity of illness.

In Brazil, there are fewer studies of racial inequalities in health. Batista, using data from death certificates, has shown that “Black” men and women had the highest crude mortality rates in 1999 in the State of São Paulo. Data based on census and national household surveys show that aggregate infant mortality in Brazil in the years 1977, 1987, and 1993 was higher for “Blacks and “Pardos” (“Browns”) and that it declined at a lower rate when compared with “Whites”. Martins & Tanaka, using data from the Committee on Maternal Mortality, have also shown large differences in the risk of dying due to maternal causes in the State of Paraná in the years 1993 and 1997, which disproportionately affected “Black” and “Yellow” (Asian) women. Maternal mortality did not differ between “Parda” (“Brown”) and “White” women. Dachs, using data from the 1998 National Household Survey (PNAD), found no statistically significant difference by “skin color/ race” in self-assessed health status after adjusting for education and income level. Barros et al., based on longitudinal data, have shown worse health outcomes for “Black” children in Southern Brazil, which is reduced after adjustment for SES and various other variables (marital status, maternal age, parity, planned pregnancy, social support, smoking, work during pregnancy, and antenatal care). The study results also suggest that “Black” mothers receive lower quality of care as compared to “White” ones. There are also indications that in Brazil racial inequalities are more common in treatment than in access to health care services.

The objective of this article is to review the literature related to the concept and measurement of race with a focus on the US and Brazil. We will discuss both the measurement of race in these two multiracial societies and data quality problems. We also make recommendations about the measurement of race in medical records and public health research. Although the use of race in public health research has been discussed in relation to definitional and methodological problems in the United States, the Brazilian public health literature has not discussed in detail how such problems apply to Brazil. This article is intended to review the literature and introduce a discussion regarding broader as well as country-specific questions and problems related to the use of this category in public health…

…Despite the fact that race has been used as a surrogate for genetic information until the onset of molecular genetics, there is no scientific support to continue using race in Public Health as a marker for genetic susceptibility. Parra et al. have recently shown that skin color in Brazilians cannot be used as a genetic marker, because physical traits have been shown to be a poor predictor of African ancestry in this population. In both the United States and Brazil, although the risk of sickle-cell anemia varies by race, race is not a reliable predictor of sickle-cell anemia…

…Despite existing controversies in the biomedical literature, it is widely accepted that racial/ethnic categories are imprecise and changing measures that are historically, administratively, and politically constructed. The salience given to race, as well as the meaning and the measure of race itself in census and health data, varies across countries and across time. The history of race classification in the US and Brazil are good examples of these variations as will be discussed later in this article…

Measuring race in admixed populations

The question of whether populations of mixed origins can be categorized into any simple, finite, discrete categories is becoming central to racial/ethnic taxonomy. Some societies have large proportions of admixed people and many others are increasingly becoming admixed. Immigration in the US, especially from Latin American countries, increased in the last few decades, making its population much more heterogeneous. The projection of the US Census Bureau is that by 2050 one half of the US population will be “Non-White” and 21% of the population will be of multiple ancestry.

Despite the possibility of answering questions with multiple races, the new OMB classification in the US is not a good solution for classifying admixed people. For miscegenation that goes back many generations, individuals simply do not know about their ancestry. Whenever people’s parents, grandparents, and great-grandparents descend from intermarriages of admixed people, “pure” ancestry becomes very difficult to trace. In Latin American countries such as Brazil where miscegenation occurred at very early stages, it is difficult for a large number of people to answer questions about their origins.

It can also be argued that people do not know their ancestry because origin played a distinct role in societies with early miscegenation. As a result, many people may not find a place in any of the selected discrete “races” categories. In the 2000 US census, 43% of people that identified themselves as “Hispanic or Latino” chose, in the race question, to answer “some other race” (http://www.census.gov/mso/www/rsf/racedata/sld008.htm, accessed on 10/Oct/ 2002). And they usually inserted their country of origin or an alternative term for their Hispanic ethnicity for their race.

When assessing their own race, recent immigrants from countries where race is not as central in social structure as in the US may apply criteria adopted in their original country. On the other hand, descendents of migrants are more likely to respond to the race question using different criteria from the ones used by their parents. The fact that this classification is based on pure-race categories of ancestry and the absence of a multiracial category increases the chance of misclassification or non-specification for admixed people. On the other hand, multiracial categories tend to be very heterogeneous, and the greater the admixture in a population, the lower the discriminatory power of racial classifications.

Therefore, fluidity and ambiguity of racial measurement increases as the population becomes more multicultural and admixed. The more admixed a society, the greater the misspecification and heterogeneity of racial categories based on ancestry. Bias will also affect classifications that allow people to be classified in more than one pure-race category, as in the new US classification. Multiracial categories also tend to be very heterogeneous. At the same time, US data on children born to Black/White unions indicate that infants with a Black mother and White father consistently have higher health risks than those with a White mother and Black father, suggesting that in at least some situations there may be health risks linked to the specific pattern of multiracial status.

The use of skin color may be a more adequate proxy for racial/ethnic discrimination in admixed societies than racial measurement based on ancestry. Ethnicity or nationality may also be more meaningful in societies with recent migrants…

Lamont Lilly: Dr. Cuevas, as only the second individual I know to describe themselves as Afro-Mexican can you share some insight on the cultural connections that exist within such a powerful ethic mix? And why have figures such as Gaspar Yanga and Emiliano Zapata been omitted from history’s reference of heralded freedom fighters?

Marco Polo Hernández-Cuevas: Well, the reason you haven’t heard many refer to themselves as Afro-Mexican is because this is a relatively new term that was first coined by Eurocentric scholars like Melville Herskovits. It was Gonzalo Aguirre Beltrán who coined it in 1945 in Mexico City, during the foundational meeting of the Institute for African American Studies. However, that doesn’t mean that a color consciousness didn’t exist in Mexico. Prior to that, we had a host of names such as “Casta,” “Chilango,” “Jarocho,” and “Boshito,” all terms that refer to the lack of blood cleanliness of non-white persons. That would explain why many people in Mexico do not identify themselves as Afro-Mexican. They refer to themselves as Casta, or any of the other names previously mentioned. Recently however, there’s been a movement in the South Pacific side of Mexico whereby Afro-Mexicans do not want to be called Afro-Mexican. They just want to be called Nĕgro — Black. It erases the science and intellectuality of such embedded complexities…

…LL: Whether Maroon, Zambo or so called Negro, most persons of color throughout the Western Hemisphere are all “African Hybrids” of some varying degree. Considering such, how has colonialism maintained a successful barrier of division among our similar groups?

Hernández-Cuevas: These divisions you speak of Lamont, are engrained mostly through language. With the Spanish deploying a series of words that were heavily charged, yes, divisions were created. People were classified from the get-go when so-called “miscegenation” began. We were classified by the degree of whiteness we possessed. I don’t believe in this miscegenation business. Though all human beings are really one, various social constructs were invented to perpetuate European supremacy. Within a social pyramid, “pigmentocracy” was then introduced.

In the case of Mexico’s 500 years of colonization, which began in 1521, the physical colonization may have ended, but the mental “hold” continues to a certain degree. Many Spanish Eurocentric mental prejudices linger today as healthy as ever. Just look at the Mexican public school books our children use. We should examine more critically the one or two paragraphs that refer to African ancestry and their contribution to the building of the Americas. I can assure you, you’ll find very little, especially in Mexico. These barriers are nothing but the product of ignorance and manipulation. The trick is to unravel knowledge–to create connections by exposing similarities rather than exploiting differences…

Moving across the Transnational Commercial Orbit

Robert Chao Romero’s The Chinese in Mexico, the first English-language monograph on the subject, makes an important contribution to the existing literature on the topic of immigration and race in Mexican history. Previous work on the Mexican Chinese has mostly highlighted the 1930s anti-Chinese violence in the northern part of the country. Romero departs from this historiography by focusing instead on the economic links that the Chinese in Mexico maintained with other regions of the Americas as well with home communities in Guangzhou. In addition, he offers a substantive social history of the pre-1940 Chinese community in Mexico. His work argues that the Chinese in Mexico were not passive victims of anti-Chinese violence and instead possessed a greater amount of agency than previously acknowledged. In both the United States and Mexico, the Chinese took concrete steps to resist and adapt to anti-Chinese movements and legislation.

Central to Romero’s work is the transnational commercial orbit, an economic network created by the Chinese on both sides of the Pacific and extended to Mexico after the passage of the U.S. Chinese Exclusion Act in 1882. It allowed the Chinese to smuggle and recruit migrant labor, collect capital for investment, and import goods for sale to Chinese businesses, all “in resistance, and adaptation, to the Chinese exclusion laws” (p. 5). The transnational commercial orbit helps explain why, after the Chinese Exclusion Act, Mexico would become an important nexus in the Chinese migrant networks of North America and the Caribbean. One aspect of this was the practice of substitution, in which Chinese workers who landed at U.S. ports of entry and obtained a transit visa en route to Cuba or Mexico switched places with Chinese merchants already based in the United States. By exchanging an undocumented Chinese migrant for a documented one, Chinese workers circumvented immigration restrictions under the Exclusion Act. The practice required coordination between Chinese communities across the Americas.
