It started with the national anthem and ended with a rap. In between came a poignant minute’s silence, politicised football chants and a call to action by the woman tipped to become the first Green national leader on the planet.

The unveiling in São Paulo of Brazilian presidential candidate Marina Silva’s platform for government on Friday was a sometimes bizarre mix of tradition and modernity, conservatism and radicalism, doubt and hope: but for many of those present, it highlighted the very real prospect of an environmentalist taking the reins of a major country…

…Silva is a mix of Brazil’s three main ethnic groups. Among her ancestors are native Indians, Portuguese settlers and African slaves. While she is usually described as predominantly “indigenous”, friends say Silva categorises herself as “black” in the national census. In Brazil’s white-dominated political world, this is exceptional.

“It will be super-important for Brazil to have a black president, as it was in the US with Obama. It would signify a big advance for our country against discrimination,” said Alessandro Alvares, a member of the PSB and one of the few non-white faces in the room…

This articles focuses on transracial adoption but does not explicitly focus on the mixed race experience.

Introduction

There has been an on-going and controversial debate in the UK about transracial adoption – the practice of white families adopting children from ethnic minorities. The debate has a complex history, and British governments have historically flip-flopped on policies, on the one hand attempting to place ethnic minority children with loving parents as quickly as possible, and on the other hand trying to ensure racial, ethnic and religious matching between adoptive parents and adopted children, with varying degrees of success. Whether white parents are able to successfully raise ethnic minority children with a sound sense of racial identity, as well as effectively preparing them for the racism they may experience, is central to the debate.

The History of Transracial Adoption in the UK

Transracial adoption (TRA) began in the UK in the 1960s to allow white parents to adopt ethnic minority and mixed race children, because the number of white childless couples wanting to adopt far exceeded the number of white infants in care. The British Adoption Project was also set up in 1965 to address the increasing numbers of non-white children in care who were deemed ‘hard to place’ due to their ethnicity, thus establishing TRA in which white families were adopting non-white children…

…Racial Literacy and “Race Mixing” in the General Population

There has been markedly little research into the racial literacy of white parents and the potential strategies they may offer to transracially adopted ethnic minority children in combating racism and formulating positive identities. Racial literacy is defined as an understanding and appreciation of both racial and cultural differences, as well as the realities of racism and discrimination. White mothers have been specifically positioned within this discourse as failing to both inculcate a positive racial identity in their (transracially adopted or mixed race) children and effectively assist them in dealing with racism.

The academic and social commentator Jill Olumide (2002) posits TRA as a discourse about race mixing that is mediated by professional welfare organisations, citing adoption and fostering policy as ‘one of the few areas in which race mixing may still be prevented’. Olumide suggests that opposition to TRA problematises bonds in interracial families by suggesting that bonding between different races is unnatural. This view allows for social work professionals to ‘define the racial “needs” of poor children’, creating specific knowledge claims which are then perpetuated by the media as a discursive device against race mixing…

I’d like to see the party elect a woman president. When Barack Obama was elected, I was a young mixed-race kid with a strange name, being raised by a white mother. It changed what I thought was possible for my life. After I was elected mayor here at 24, I remember a mother telling me the following story. She and her adopted son, who is black and around 15 years old, were coming to city hall. In the elevator, an elderly white woman looked at him and said, “Are you the mayor?” When the mother told me this story, I said, “Well, come on, I don’t look 15 years old.” She said, “You don’t understand. He’s gotten on elevators before and had older women jump off—he’s had people cross the street when they see him coming because he’s black. He’s been confused for a lot of things, but this is the first time he’s been confused for a figure of authority.” That’s powerful. Obama has changed the life outcomes, through his example, for millions of black men. His family has done the same for black families. He’s changed the way we think about a black family in this country. I think that our first female president is going to do the same thing for young women…

(Reuters) – Cuba’s experiment with free-market reforms has unintentionally widened the communist-led island’s racial divide and allowed white Cubans to regain some of the economic advantages built up over centuries.

Under President Raúl Castro, who took over from his brother Fidel Castro in 2008, Cuba has expanded its non-state workforce, loosened travel restrictions and promoted private cooperatives and small businesses.

As the communist government relinquishes its once near-total control of the economy, inequality has widened, undoing some of the progress seen since the 1959 revolution.

Much of the funding for new businesses such as restaurants, transportation services and bed-and-breakfast inns – targeted at tourists, diplomats and dollar-earners – comes from family members who emigrated to the United States over the last 50 years, especially Miami.

They sent almost $3 billion to relatives back in Cuba last year and, as they are mainly white, their investments put black and mixed-race Cubans at a disadvantage as they try to set up their own businesses…

…Before Castro’s revolution, education was largely off limits to blacks and mestizos and they were shut out of universities and jobs that involved interacting with customers. Whites had their own social clubs, beaches and private parties.

As soon as he assumed power, Castro eliminated segregation and attempted to abolish inequality by giving all Cubans access to free education and health care. The government hails those as among the revolution’s greatest accomplishments.

Today Cuba is largely a mixed-race society, though one in which lighter skinned Cubans still enjoy advantages in all but sports and entertainment.

Many Cubans are of ambiguous racial heritage, and a panoply of names exist to people of various hues. The terms are more descriptive and not considered offensive.

Some Afro-Cubans say they have not experienced racism under the revolution, advancing in education and careers without impediment.

Echevarria, the sandwich shop co-owner, said he was content with his humble business and not too bothered by inequality. “Racism exists. Not like before, but it exists.”

But other black and mixed-race Cubans say they feel racism, and experts say whites still have better access to good jobs and higher education…

Today is the funeral of Michael Brown. Please join me in praying for comfort for his family.

As for many, the tragedy of Michael Brown’s death has stirred in me much reflection about the deep racial divide in the U.S. Pretty much everyone is in agreement that racial profiling by police, and racial profiling in general, is wrong, especially when it leads to horrific violence. The racial divide seems to surface, however, when we discuss the prevalence of racial profiling in America today.

If someone grew up with fair skin and light hair in a middle class suburban neighborhood, then, in my experience, the tendency is to believe that racial profiling among police, and in other social settings, is not a pervasive problem.

If someone grew up African American or Latina/o in a racially marginalized urban area, then the almost universal agreement is that ethnic profiling is alive and well. It’s also important to note that many African Americans and Latinas/os in middle class suburban communities experience racial profiling (for example see this excellent article by a Black law professor from the Washington University School of Law in Missouri: http://www.cnn.com/2014/08/25/opinion/norwood-ferguson-sons-brown-police/index.html).

When asserting our perspectives on the topic of racial profiling, we all speak from our personal experience. Many whites from suburban environments speak from their experience–where they have not been racially profiled and where law enforcement is viewed as an ally. For those of us who are People of Color, our experience is often quite different—we experience racial profiling by the police, at our work places, and when we go to our local strip malls to shop.

My white brother loved black people more than I did when we were growing up. As a black interracial child of the south – one who lived in a homogenous white town – I struggled with my own blackness. I struggled even more with loving that blackness. But my brother, Mitch, didn’t. He loved me unapologetically. He loved me loudly.

He also loved screwing with other people’s expectations. Whenever we met new people or I joined a social situation he was in, Mitch would make sure I was standing right next to him for introductions and say, “This is Zach, my brother” – and then go silent with a smirk…

..And then, years later and far away in Chicago, I got the phone call: my brother, now a cop, had shot an unarmed black man back in Tennessee.

Hearing about black men dying is never exactly a surprise. Every day, you see the news stories: On the news, black men die while getting Skittles. On the news, black men die in choke-holds. On the news, black men die for playing their music too loud. It seems black men die on the news more than they do almost anything else on the news, even with a black president in office. Every 28 hours, a black man is killed by a police officer in America…

The similarities and differences among humankind have been a central theme in knowledge production, and modern biological and medical science has contributed much to the formation of race. Race and the Genetic Revolution takes its starting point from two current empirical facts: that ‘race is a scientific myth and a social reality. (2)’ DNA knowledge and genetic tests are promoted as indicating racial differences as biological differences, even though race has been unmasked in the twentieth century as a powerful social reality without a biological basis. Population genetics has shown that races are ideological constructs, yet today we find genetics widely used to re-inscribe nineteenth-century racial categories and prejudices into current social practices. To discuss these developments, Sheldon Krimsky and Kathleen Sloan have brought together contributions by distinguished scholars with multidisciplinary expertise. The resulting anthology unfolds, with sharpness and clarity, the genealogy of the myth of race and how genetics is being misappropriated to revive it.

Following Krimsky’s programmatic foreword, the book is divided into six parts relating to the social realms in which genetic race is fabricated. The chapters deconstruct the amalgamation of ideology and pseudo-science and discuss in detail the flawed methods used to establish biological races. This folk genetics of race is problematic, however, not least because it is increasingly applied in institutions with social power and authority, such as health services and the police. In Part I, Michael Yuddell and Robert Pollack present a history of the ideology of race and an evolutionary perspective on why strict biological human races cannot exist. Part II analyses the politics and uses of the large forensic DNA databases in the USA and the UK. In both countries, ethnic minorities are over-represented in these databases and thus become prime suspects in police proceedings. Profiles of suspects are kept in the databases even when the individuals are never charged with any crime. Michael Risher argues that these DNA banking practices could be seen as unconstitutional and Helen Wallace points out the human rights aspects. Both observe no decided political will to counteract this re-racialization. In Part III on the logic of genetic ancestry testing, Troy Duster deconstructs the underlying idea of ‘pure’ races, the construction of reference data sets and the statistics used to produce percentages of racial origin. Testing products promising to identify the racial ancestry of an individual, he concludes, are flawed and buyers should beware that they buy nothing of any actual meaning or use. Duana Fullwiley looks at the uptake of ancestral informative DNA markers in the creation of search profiles in policing. Despite falling short of the scientific credibility that would be required for courtroom evidence, DNA-derived racial profiles inform investigative searches…

Like Clinton, Jeffries calls on all people to interrogate the ‘metalanguage’ of race (15). In his song, George Clinton highlights the hypocrisy of Bill Clinton’s presidency, expresses the need for race- and class-critical politics and calls for black or brown representation in the White House. In contrast, Jeffries’ book argues that having a president of colour does little to challenge institutional racism or the ‘language’ of race and that Americans must explore how race functions as a dynamic and powerful force in society.

Jeffries’ book begins with the paradox of Obama’s presidency: the question of whether race relations have improved or disintegrated since 2008. Rather than falling into the tempting trap of simply providing resolution to this dichotomy, Jeffries implores readers to investigate the underlying processes that contribute to current racial discourse and the birth of the question itself.

To do this, Jeffries expands previous understandings of race and racial formation by calling on scholars and citizens to explore ‘race in action’ (3), that is, to use the case study of Obama to examine the creation of racial meanings and knowledge. Jeffries builds on the work of Hall and Higginbotham to launch his analysis, arguing first that ‘race operates as a language’ in that it creates and hides deeper implications and significance while concurrently holding distinct, context-dependent meanings (7) and, second, that race defines and produces other socially constructed categories such as class or gender. Jeffries argues that the best way to examine current racial knowledge and its operation is through engaging with theories of intersectionality to ‘search for and highlight all the social forces that give cultural events racial meaning’ (14).

The book consists of four substantive chapters that provide evidence and analysis for Jeffries’ claims. Chapter two engages with intersectionality to examine how current racial knowledge is simultaneously constructed by and produces the concept of nation. Jeffries successfully argues that much of the vitriol targeted at Obama is due to the continued connection between Americanism, whiteness and the ‘politics of inheritance’ (15). Obama struggles with this in his memoir where he describes both wanting to be, like his father, an honourable black man – one who chases the American dream, but also witness to and halted by broader social inequality and black marginalization. Jeffries uses Obama’s experiences to argue for a novel construction of national identity built on a new collective culture that challenges supremacy in all forms and encourages connections between ‘ethnoracial communities’ (45).

Chapter three explores the politics of multiracial identity and the social objectification of multiracial bodies as symbols of a post-racial society. Jeffries uses the experience of multiracial young adults to demonstrate how race operates as a ‘metalanguage’ by either hiding its relation to other social forces or racializing phenomena that may not be racially based. Through these interviews, the malleable nature of race and multiraciality is identified and white supremacy accurately cited as the lynchpin of racism. Multiracial identity is, in turn, presented as one possible weapon in the war to fight racial oppression. Continuing his critique of post-racial ideology, in chapter four Jeffries more deeply discusses the ways in which multiracial people are falsely used as evidence of a post-racial America or ‘the end of black politics’ (16). Through an intersectional analysis, Jeffries demonstrates how class informs and defeats this assumption: recognizing the persistent operation of a ‘black counterpublic’ and the ways in which black political institutions have been undermined (93). He ultimately calls on citizens to demand change to the institutions that create inadequate leadership and host political power, rather than solely critiquing leaders of colour…

Two important new books by Greg Carter and Kenneth Prewitt provide detailed historical perspectives on how understandings of race and race categories have evolved since the founding of the republic. Prewitt focuses on an analysis of racial classification in the US census – the so-called ‘statistical races’ –and its changing role in US policy, culminating in recommendations for radical change. Carter takes as his theme population mixing across the races, offering a positive, even celebratory, but little known account of the moments and movements that have praised mixing. As pressures mount on the ‘statistical races’ in the late twentieth century, Prewitt uses the political space opened up by these debates to offer fundamental changes to US methods of ethno-racial data collection, including the removal of these questions from the census. The jury is in recess for further deliberations.

WASHINGTON — President Obama called for calm and healing in Ferguson, Mo., on Monday even as he acknowledged the deep racial divisions that continue to plague not only that St. Louis suburb but cities across the United States.

“In too many communities around the country, a gulf of mistrust exists between local residents and law enforcement,” Mr. Obama said at the White House. “In too many communities, too many young men of color are left behind and seen only as objects of fear.”

“We’ve made extraordinary progress” in race relations, he said, “but we have not made enough progress.”

Mr. Obama’s comments were a notable moment for the first African-American president during the most racially fraught crisis of his time in office, set off by the fatal shooting of Michael Brown, an unarmed black teenager, by the police. Mr. Obama and his administration are working to restore peace in Ferguson and ensure an evenhanded investigation into the shooting all while responding to anger — in Missouri and elsewhere — among blacks about what they say is systemic discrimination by law enforcement officials…
