In the first decade of the twenty-first century, ‘diversity’ has emerged as a key value in its own right, celebrated through human rights and similar policies promoting identity and providing an additional focus to that of the more traditional equalities agenda and its concern with ‘statistical proportionality’. It has been conjectured that classifications rooted in diversity policy will either propel data collection practices into the use of finer-grained distinctions or that these measurement systems will collapse under their own weight. In Britain pressure to increase the number of categories in ethnicity classifications highlights the tension between the validity of granular categories and their utility (in terms of practicality of data collection). Similarly, the interest in identity evokes a trade-off between the selective attribution of such measures and the greater stability of operationally defined ethnicity. In meeting the challenge of the diversity agenda, a number of approaches—innovative for Britain—are now being debated to accommodate greater numbers of categories in census collections. These include multi-ticking across categories (thereby capturing multiplicity) and the shift from classifications framed by colour to those privileging ethnic background (but attended by category proliferation). Conceptually, the measurement of the multiple dimensions of ethnicity has found favour but not so far encompassing ethnic origin/ancestry collected in US and Canadian Censuses. While some have argued that ethnicity classifications are already unwieldy and that retrenchment is needed, validity—increasingly insisted upon by the collectivities themselves and other non-state organisations—is seen as winning out. The demands of inclusiveness and identity visibility indicate that classifications are headed in the direction of greater complexity.

The Mercurial Nature and Abiding Power of Race: A Transnational Family Story

There are many ways to expose the mercurial nature of racial classification. Scholars of U.S. history might note, for example, that the category of “mulatto” first appeared in the federal census of 1850 and then disappeared in 1930, or they might discover that immigrants who had not thought of themselves as “black” at home in the Caribbean found themselves classified as such upon passage to the United States. Such episodes serve to unmask the instability of racial systems, yet simply marshaling evidence to prove taxonomies fickle tells only a partial story. In an effort to tell a fuller story about the workings of “race”—by which I mean principally the endeavors of racial categorization and stratification—I focus here on historical actors who crossed geographical boundaries and lived their lives within different racial systems. A vision that accounts for the experiences of sojourners and migrants illuminates the ways in which racial classification shifts across borders and thus deepens arguments about racial construction and malleability.

At the same time, however, the principal argument of this essay moves in a different direction. We tend to think of the fluid and the mutable as less powerful than the rigid and the immutable, thereby equating the exposure of unstable racial categories with an assault on the very construct of race itself. In a pioneering essay in which Barbara J. Fields took a historical analysis of the concept of race as her starting point, she contended that ideologies of race are continually created and verified in daily life. More recently, Ann Laura Stoler has challenged the assumption that an understanding of racial instability can serve to undermine racism, and Thomas C. Holt has called attention to scholars’ “general failure to probe beyond the mantra of social constructedness, to ask what that really might mean in shaping lived experience.” Hilary McD. Beckles affirms that “the analysis of ‘real experience’ and the theorising of ‘constructed representation’ constitute part of the same intellectual project.” Drawing together these theoretical strands, I argue that the scrutiny of day-to-day lives demonstrates not only the mutability of race but also, and with equal force, the abiding power of race in local settings. Neither malleability nor instability, then, necessarily diminishes the potency of race to circumscribe people’s daily lives…

In a presidential address to the Organization of American Historians, Gary Nash (1995) reveals ‘the hidden history of mestizo America’ (by which he in fact means North America). The emergence of what might have been ‘a mixed-race American republic’ was blocked by ‘prejudice and violence’ (1995: 945), but in particular situations, racial and cultural mixture existed, was recognised and even valued. Nash bemoans ‘today’s multicultural wars’ in which multiculturalism is often construed simply as ‘multiracialism’ leading towards ‘a definitional absolutism that has unwittingly defeated egalitarian and humanitarian goals by smothering inequalities of class and fuelling interethnic and interracial tensions that give more powerful groups opportunities to manipulate these divisions’ (1995: 961). He concludes that what is needed is a ‘pan-ethnic, pan-racial, antiracist sensibility’; he thinks that ‘only through hybridity—not only in physical race crossing but in our minds as a shared pride in and identity with hybridity—can our nation break the ‘‘stranglehold that racialist hermeneutics has over cultural identity’’’ (1995: 962, citing Klor de Alva).

Nash uses Latin America as an explicit counterpoint in his argument, stating that in Spanish America there were ‘no prohibitions against interracial contact and interracial marriage’ (1995: 951)—which is in fact quite wrong (Martinez-Alier, 1974; Morner, 1967). Still, he cautions it would be ‘foolish to overromanticize this mixing of blood’ (1995: 952) and recognises the existence of racism in the casta paintings of eighteenth century Mexico that depicted mixed-race types. Yet he also sees mestizaje (he uses the Spanish word for racial and cultural mixture) as the enemy of ‘racial absolutism’ (1995: 961) and states that ‘racial blending is undermining the master idea that race is an irreducible marker among diverse peoples’ (1995: 960).

Others have also recently invoked Latin American mestizaje (or mesticagem in Portuguese) as an antidote to US-style logics of racial categorisation. Some of this comes from the literature (much of it US-based) on mixed-race people, which shares with Nash a desire to reassess and relocate mixture in US society (Root, 1992, 1996; Spickard, 1989, 2001; Zack, 1995). Fernandez, for example, while acknowledging that racism exists in some form in Mexico and Brazil, nevertheless contends that ‘customary forms of discrimination based on actual ancestry have been rendered impotent’ by centuries of mixture (Fernandez, 1992: 132). As a result, Mexicans in the USA may be able to disrupt and even ‘neutralize’ the US racial system by affirming their own mixed racial identities. Indeed, ‘mestizaje. . .as a social norm. . .can free us all from the limits of ethnocentrism’ (Fernandez, 1992: 139, 140). Alcoff does not go so far as to claim that mestizo identity might neutralise racial categories, but she does invoke Latin American history and experience as an example of the development of identities not based on concepts of purity (Alcoff, 1995). Anzaldua’s well-known work is also part of this trend, with an even more explicit valorisation of mestizaje as a positive force for the future in terms reminiscent of José Vasconcelos’s invocation of the raza cosmica (Anzaldu´a, 1987; Vasconcelos, 1997 [1925]).

Latin America has often served as a counterpoint in comparative ponderings about race, especially in the Americas. The hoary notion of a Latin American ‘racial democracy’ has been subject to devastating critique, yet we see that Latin American mestizaje is still, amazingly, being held up by some as an example from which the rest of the world (particularly the USA) could learn. This trend is linked to a broader postcolonialist interest in processes of mixture and hybridity, which casts Latin American processes of mestizaje in a positive light. It should be clear that over-optimistic assessments of hybridity need to learn from the Latin American experience, and overoptimistic assessments of Latin American mestizaje need reminding of some home truths about racism in Latin America.

More fundamentally, I argue that there is an essential element to ideas about mixture which means that it can never simply be put in a relation of opposition to racial absolutes, or portrayed as necessarily destabilising them. Mestizaje, while it appears to erase origins and primordial categories of race and culture, actually continually reconstructs them. It depends on the idea of original or parent races and cultures to constitute the very possibility of mixture. All identities are constituted relationally and depend on others to exist, and mestizo identities are no exception.  They may be deployed to different effects in different contexts, but to exist at all, they must invoke origins. The reconstitution of racial origins is an inherent part of mestizaje. Blackness, whiteness and indigenousness are constantly being recreated as, in a real sense, racial absolutes with primordial origins. Mixture can not be simply set against original and essential identities. Instead, it recreates them and redeploys them and, in doing so, re-establishes the basis for racism. The recreation of blackness does not automatically mean that anti-black racism will be directed against that category, but the former is a necessary condition for the latter, if not a sufficient one.  In short, to see mixture and hybridisation as inherently opposed to racial absolutism and essentialism is quite wrong…

Correspondence between Walter Ashby Plecker, Virginia State Registrar of Vital Statistics between 1912 and 1938, and Harry Hamilton Laughlin, Superintendent of the Eugenics Record Office at Cold Spring Harbor between 1910 and 1939, provides evidence of efforts to enforce the Virginia Racial Integrity Act of 1924. After antimiscegenation policy is placed in a historical context, excerpts from the letters are offered to demonstrate the zeal with which one state official pursued this eugenic policy.

Introduction

In the 1990s the policy goal of improving the rural minority population’s health status and access to health care gained prominence.  The President’s Initiative on Race, announced in 1998, established goals for improvements in health indicators and declared 2010 as the target year for achieving these goals. In A National Agenda for Rural Minority Health, the National Rural Health Association outlined strategies to realize the President’s goals in rural America. The plan identified three priority areas associated with these goals: Information and Data, Health Policy and Practices, and Health Delivery Systems. All three of these areas require a consistent stream of data describing the racial composition of rural areas and rural residents’ health status. The information and data section recommends that “Data collection systems will incorporate core data sets and employ uniform definitions for relevant terms to facilitate information sharing and comparisons among and across minority populations and nonminority populations as well” (NRHA, 1999).

Recent changes in federal policy will complicate achieving NRHA’s stated goal and measuring the rural success of the Initiative on Race. On October 30, 1997, the U.S. Office of Management and Budget (OMB) announced the first revised federal standards for collecting data on race and ethnicity since 1977. The revisions are to be adopted by all federal agencies working with race-based information.  The modifications to Statistical Policy Directive No. 15, Race and Ethnic Standards for Federal Statistics and Administrative Reporting (the existing policy) contained changes in both content and naming of racial and ethnic categories requiring that respondents be allowed to choose one or more of five race categories: “American Indian or Alaska Native,” “Asian,” “Black or African American,” “Native Hawaiian or Other Pacific Islander,” and “White”; an optional “Other Race” is allowed, but not encouraged, under the rule. Two categories for data on ethnicity—“Hispanic or Latino” and “Not Hispanic or Latino” are offered in a separate question. The separate ethnicity choice is only a change in category naming with the addition of Latino to the category—the option of also including Spanish Origin is permitted. Some of the new race categories defined by the revision to Directive 15 were changes from the 1977 rule. The most obvious change was disaggregating the “Asian or Pacific Islander” category to distinct “Asian” and “Native Hawaiian or Other Pacific Islander” categories. The population covered by the “American Indian or Alaskan Native” category has been expanded from the 1977 classification—which included the indigenous peoples of the United States and Canada—to also include those indigenous to Central America and South America…

Within the fabric of American identity is woven a story that has long been invisible—the lives and experiences of people who share African American and Native American ancestry.

African and Native peoples came together in the Americas. Over centuries, African Americans and Native Americans created shared histories, communities, families, and ways of life. Prejudice, laws, and twists of history have often divided them from others, yet African-Native American people were united in the struggle against slavery and dispossession, and then for self-determination and freedom.

For African-Native Americans, their double heritage is truly indivisible.

The exhibition IndiVisible: African-Native American Lives in the Americas is a collaboration between the Smithsonian’s National Museum of the American Indian, National Museum of African American History and Culture, and the Smithsonian Institution Travelling Exhibition Service (SITES).

For the past several decades, historians have argued effectively that far from being stable and unchanging until the social upheavals of the 1960s and 1970s, marriage–as a legal and social institution–has changed in significant ways over the course of American history.  Pascoe’s book reminds us that race must necessarily be integrated into this discourse, contending not only that who has had access to marriage has varied but also that the state has played a crucial role in the creation of marital “norms.”

Given the ascendancy of Obama and claims by media that we have arrived in a “post-Racial” era with his election, this book reminds us that such moments have come before in court cases concerning interracial unions and did not result in the end of race and racism that has been associated with these relationships.  Pascoe’s book, in other words, contributes to an evolving history of interracial relations, a subject that will have increasing interest as children of this generation go to college.  I plan to talk about the future audiences for her book by reflecting on my teaching the history of interracial relations and mixed race people over the last ten years.

Peggy Pascoe‘s landmark work raises questions regarding post-World War II changes not only in the dominant US society but also within East Asian American communities, which had their own strong preferences for endogamous marriage.  Her research also draws attention to the roles played by Asian Americans in confronting old racial structures, as embedded in law.  Challenges to miscegenation laws in the US West were mounted by Nisei such as Noriko Sawada Bridges and Harry Oyama during the critical period of Japanese American community reconfiguration and rebuilding after World War II. I will consider how the Japanese American community’s understandings of racialization shifted in this era; I will also examine perceptions of interracial marriage within the ethnic community.

I suggest that the implications of Peggy Pascoe‘s work on miscegenation laws stretch beyond the geographical setting of the West, and the temporal setting of the Progressive era, and signal key points of inquiry among scholars of African American Women’s history writ large. In particular, I focus on laws of slavery and manumission in 18th and 19th centuries.  Laws governing manumission held particular ramifications for enslaved African American women as they used their consensual and non-consensual relationships with owners, and consensual relationships with free black men to access freedom for themselves and their children.  I suggest that laws governing manumission served as precursors to miscegenation laws in the 20th century. Likewise, I suggest that “marriage” and uplift constituted a range of definitions based on the particular angle of vision of African American women in both slavery and in freedom.

Chinese men arrived in Mexico after Chinese Exclusion in the United States. Chinese concentrated in the north due to its proximity to the United States and opportunities in the developing economy. Chinese men forged a variety of ties with Mexicans including romantic liaisons with Mexican women. Anti-Chinese campaigns emerged in the border state Sonora during the Mexican Revolution of 1910. Spreading rapidly and gaining tremendous power, the movement reached its zenith during the Great Depression when the United States forcibly repatriated hundreds of thousands of Mexicans. Overlapping partially with Mexican “repatriation,” a mass expulsion of Chinese occurred in Sonora and its southern neighbor Sinaloa. Mexican women and Chinese Mexican children accompanied Chinese men for a variety of reasons. Some Chinese men and Mexican Chinese families departed Sonora and Sinaloa through Mexican ports. Others traversed the Mexican-U.S. borderlands, landing in the custody of U.S. Immigration Service agents who, in enforcing the Chinese Exclusion Acts, jailed and deported them to China. Complicating international relations, the United States accused officials in Sonora of violating its immigration laws by forcing Chinese across its border. Mexican Chinese families faced great challenges in their new locations in Guangdong province. While some families remained unified, others broke apart. The Mexican Chinese families, congregated in Portuguese Macau. The colony’s Catholic and Iberian culture was similar to Mexico’s and the Mexican Chinese found niches. Over time, they created a coherent enclave whose web extended to British Hong Kong as well as Guangdong. The concept of the “Mexican homeland” gained increasing salience in the context of great flux in mid-twentieth-century China. The Mexican Chinese “became Mexican” over time and from abroad as they struggled to return to Mexico. Following these families across borders and oceans, this paper examines larger questions of nationalism and “diasporas.”

On May 12, 1960, the Mexican Chinese community leader in Macau, Ramón Lay Mazo, wrote to a prominent Mexican widow, Doña Concepción Rodríguez Viuda de Aragón, in Tampico, Tamaulipas, Mexico. Seeking her continued support for the Mexican Chinese repatriation cause, he conveyed the deep, devoted love Mexican women living in China felt for their nation, Mexico. When he asked Mexican women in China whether they wanted to move to other countries, they replied, “Ni que me den un palacio allá, prefiero México, aunque vaya a vivir bajo un mesquite” (“Not even if they gave me a palace there, I prefer Mexico, even if I have to live under a mesquite”). Disheartened by the Mexican government’s disregard for them and their desperate situations, Ramón tried to convince Mexican women to consider living elsewhere. He warned them that Mexico might not be the same as it once was and that it might be more difficult to survive in the communities where they had once lived. To this the women rejoined, “Aunque vayamos a escarbar camotes amargos a la sierra, queremos México” (“Even if we have to dig for bitter sweet potatoes in the sierra, we want Mexico”). The conditions, where in the nation they might live, and how long they might have to wait were no matter. They wanted to return to the Mexican homeland they had longed for since years past…
