In the inaugural issue of Sociology of Race and Ethnicity, Eduardo Bonilla-Silva (2015) in laying out what he saw as the most necessary theoretical developments in the sociology of race and ethnicity wrote:

… racial theory should have been rooted in the experiences of the first peoples who experienced racialization, but that was not the case… Even when Latin American and Caribbean writers have written about race, they have relied mostly on American or European theorizations. We would be in a better explanatory position today to understand not only race in the world system, but even developments in the United States and Europe, if we were to go back and … ‘begin at the beginning’. [r]ooting our racial theory on the historical experiences of the oldest racial regimes in the world. (79)

Those oldest racial regimes are located in present-day Caribbean and Latin American countries. For over five years, the 12 scholars who make up the Project on Ethnicity and Race in Latin America (PERLA) have been working on the conceptualization, pilot studies, and, ultimately, groundbreaking data collection effort to comparatively ‘illuminate how race and ethnicity play out in Latin America’ (31). Edward Telles, eminent sociologist of race and ethnicity at Princeton University in the USA, has coordinated this amazing effort, resulting in Pigmentocracies: Ethnicity, Race, and Color in Latin America. This book begins to fill major gaps in the empirical, and, given time, ultimately, the theoretical development so necessary to understand inequalities and experiences of race and racialization. Equally important, this study introduces researchers in Europe and the USA to a set of scholars and scholarships that have not typically made it into the theoretical and empirical canon of studies of race and ethnicity (e.g. Mexico’s Regina Martínez Casas, Columbia’s Óscar Almario, Peru’s Juan Carlos Callirgos, and Brazil’s Graziella Moraes Silva, to name just a few). PERLA, formed in 2008 and concluding data collection by 2013, has given us the first cross-national, representative surveys of race and ethnicity in Latin America—the sheer scale of the project is breathtaking…

Last semester I had a young man turn in an assignment in which students were instructed to write to a current presidential candidate. This particular student had been outspoken and one of the more socially aware and progressive students in the class. He has a leadership position in a Latino fraternity, and often attempted to find commonality between the plight of African Americans and people of Latino (Latinx) origin.

His paper was interesting to say the least. He directed his letter toward Marco Rubio and expressed disgust that Rubio could be the one to break the glass ceiling for Latinos in this country. He went as far as to refer to Rubio as a ‘sellout.” My comments to him may seem obvious to some, but fundamentally call into question the designation of “Latino” and whether brownness conflicts with whiteness. The young man who completed the assignment is of Brazilian descent, but identifies as strongly as Latino, which is evidence that Latinos are not bound by language. In addition, Latinos are of many different racial backgrounds, and many identify as multiracial. Many Latinos are politically astute, but are far from a political monolith unlike African Americans, who tend to vote as a solid bloc…

In 2016, Brazil’s prestigious federal universities will be required to confirm that fifty percent of their incoming students come from public schools. Furthermore, slots for self-identifying Black, mixed-race and Indigenous students must correspond to the proportion of the local population.

Implemented in accordance with Brazil’s Lei de Cotas (Law of Social Quotas), these measures seek to ensure that Brazil’s public universities reflect the country’s diverse population. The implementation of these measures represents a big leap, but Brazil still faces many hurdles to making its higher education system more democratic.

More than half of the population in Brazil identified in the census as Black or mixed race, yet only 10 percent of this group made it to the university. In response to these high educational gaps, Brazil’s congress voted in 2012 for a plan to implement the Lei de Cotas…

Challenges in Higher Education

The residual effects of slavery are acute in Brazil, a country where roughly 4 million African people arrived through enslavement, compared to the estimated 400,000 Africans who arrived in the US.

While the US suffered from Jim Crow laws and one-drop rules, Brazil’s aim of branqueamento (whitening) and its push for imaginary “racial democracy” has yielded a different form of racism…

Scholars debate the importance of multiracial identity recognition as the increasing number of self-identified multiracial individuals challenges traditional racial categories. Two reasons justify the count of multiracial individuals on censuses. One is the right to self-identification, derived from personal autonomy. The other is social: the category allows governments to accurately assess affirmative action programs’ results and society’s acceptance of multiracialism. Critical Race Theory and Critical Mixed-Race Studies serve as basis for my analysis over multiracial identity formation and its recognition. Comparing multiracialism in America and Brazil, I verify that both countries are in different stages regarding categorization and social acceptance of multiracial identity. Neither uses multiracial data for social programs, though. I conclude that the growth of mixed-race individuals makes the identification of race-based social programs’ beneficiaries difficult, which demands the use of diverse criteria. Moreover, official recognition can serve to improve the way society deals with race.

On my first trip back to the Dominican Republic in 10 years, as I wandered down the streets of La Zona Colonial, I noticed how their names were weighted with history. Calle de las Damas, a street made specifically for the wives and daughters of noblemen from colonial times to walk down. Calle José Gabriel García, named for a Dominican historian and journalist, among other things, who shares a first and last name with my father and made me think of him while I was there. Calle Isabel La Católica where I felt a connection to my paternal grandmother, Isabel Mireya Garcia. Born in Bani, she lived and died on the right side of Hispaniola and raised my father in Santo Domingo.

During my trip I would text my father pictures of the streets, and he would always text me back a story from his youth that occurred close to or near the street I was on.

“That’s the street where I shook Pope John Paul II’s hand in 1979,” he texted me, referring to Calle Padre Billini.

He likened La Zona Colonial to Times Square, but to me it resembled too much of the Old World.

The cobblestones, the colonial-style houses that were more like haciendas, Christopher and Diego Columbus’s house-turned museum — this all reminded me of the Spanish who once lived here and the continuing reverence for their influence in a country whose residents have African, European and Asian ancestry.

Before I knew it, I was standing in front of the Miss Rizos Salon on Calle Isabel La Católica. This was a departure from that reverence.

Long hair that hangs down your back has so long been the prevalent beauty ideal in the Dominican Republic that many residents who mastered hair-straightening on the island emigrated to the United States and opened successful salons throughout the country…

So many African-Americans have Irish-sounding last names—Eddie Murphy, Isaac Hayes, Mariah Carey, Dizzy Gillespie, Toni Morrison, H. Carl McCall—that you would think that the long story of blacks and Irish coming together would be well documented. You would be wrong.

Randall Kennedy, a professor at Harvard Law School and the author of ”Interracial Intimacies; Sex, Marriage, Identity and Adoption,” said that when it comes to written historical exploration of black-Irish sexual encounters, ”there are little mentions, but not much.”

And most African-Americans do not know a lot about their family names.

“Quite frankly, I always thought my name was Scotch, not Irish.” said Mr. McCall, the former New York State comptroller.

But the Irish names almost certainly do not come from Southern slaveholders with names like Scarlett O’Hara. Most Irish were too poor to own land. And some blacks, even before the Civil War, were not slaves.

…Elizabeth Shown Mills, who recently retired as the editor of the National Genealogical Society Quarterly, said that unlike native-born whites, “Irish were more willing to accept and acknowledge interracial allegiances.”

Before the Civil War, she said, “the free mulatto population had the same number of black moms as white moms.”

Ms. Mills said that mixed-race children would have been given Irish surnames when their Irish fathers married their black mothers, or when their unmarried Irish mothers named children after themselves.

The Irish ended up in the Caribbean, too. Britain sent hundreds of Irish people to penal colonies in the West Indies in the mid-1600’s, and more went over as indentured servants.

Mr. [Charles L.] Blockson noted that “Lord Oliver Cromwell’s boatloads of men and women” sent to Barbados and Jamaica intermingled with the African slaves already there.

Montserrat ended up with the largest Irish community in the West Indies…

I was born and raised in the Dominican Republic until I was two months shy of turning 13. The Dominican Republic has a peculiar color metric system–not necessarily on race. So it should go without saying that I wasn’t exposed to the clear cut Americentric, and very binary, concept of race in America until I set foot in the United States.

Since a very young age, I was aware of how both colorism and classism were prevalent back in the island. I noticed how people were treated and often saw how the socioeconomic standing of an individual trumped their color–up to a point if we’re to test folks by the brown paper bag. I’ve said once or twice that a Black man with money is more white than a white poor man. In a third world country where the majority of people are mulattoes, and most of the darker population would be of Haitian descent, you’d be hard pressed not to find people of most shades within families. Some of those family members were better off than others, and often, I’ve found, they could be of any shade.

Of course, like any nation of the world colonized by Europeans, power and wealth is usually concentrated with their descendants, but it would be dishonest to say that most of the power and wealth in the Dominican Republic is owned and controlled solely by its small white population. There are people of color (and visibly so), in most power and entertainment structures. A lot more, I dare say, than most Latin American countries. If we go by the one drop rule, there have been Black public figures, Black businesspeople, Black athletes, Black entertainers, Black generals, Black presidents, and so on. If you put them next to most African Americans, you wouldn’t be able to tell the difference…

A common misconnection that exists today rests on the notion that there are no racial hierarchies in Latin American countries or within the Latino communities in the United States. In other words, Latino (or Hispanic) is itself a race. For many, this conversation is a pointless squabble that halts the true need for unity amongst marginalized groups in the United States. Unfortunately, overlooking the importance of this issue has in fact delineated separation and a lack of interest in each other’s problems.

The shooting of unarmed African-American teenager Trayvon Martin by a half-Peruvian and half-White man named George Zimmerman, the rise of so-called Hispanic conservatives like Ted Cruz, Al Cardenas and Marco Rubio, and the examples of racist comments by Latinos in the media like Rodner Figueroa, have made it impossible to have a conversation of Latinos and race. It is becoming clear that Whites from Latin America, although marginalized by Anglo-Whites, have been able to pass as honorary Whites and benefit from the inequalities formed by White Supremacy. This is not new, and it has a history.

Many people who neglect to explore the history of Latin Americans in the United Sates fail to analyze people like the famous white Cuban Ricky Ricardo (Desi Arnaz), who penetrated the American television series “I Love Lucy” (1951) at a time when Black people were not even allowed to perform next to White actors. Lucy (Lucille Ball) was Arnaz’ real wife, and both enjoyed a long and prosperous career in the film industry. In 1954 Arnaz was even able to get a role as the famous Don Juan

…While many invoke the idea of mestizaje (racial mixing) and the one-drop rule, it did not determine Latin American identity racially. The false idea that you were non-White if any of your ancestors was not White has been a common belief that undergirded racial categories and Whiteness as passing in the United States. Regardless if Arnaz was considered White or not, his Whiteness allowed him to pass and have access to Hollywood. Arnaz benefited from the system of White Supremacy. While Arnaz was able to remain Cuban (while also being marginalized), Hernández was not able to be Puerto Rican because he was Black…

José Maurício Nunes Garcia (September 20, 1767 – April 18, 1830) was a Brazilian classical composer, one of the greatest exponents of Classicism in the Americas.

Born in Rio de Janeiro, son of mulattos, Nunes Garcia lost his father at an early age, and his mother perceived that her son had an inclination for becoming a musician and, for this reason, improved her work to allow him to continue his musical studies.

Nunes Garcia became a priest and, when prince John VI of Portugal came to Rio de Janeiro with his 15,000 people, Nunes Garcia was appointed Master of the Royal Chapel. He sang and played the harpsichord, performing his compositions as well as those of other composers such as Domenico Cimarosa and Wolfgang Amadeus Mozart. He was a very prestigious musician in the royal court of John VI.

His musical style was strongly influenced by Viennese composers of the period, such as Mozart and Haydn. Today, some 240 musical pieces written by Nunes Garcia survive, and at least 170 others are known to have been lost1. Most of his compositions are sacred works, but he wrote also some secular pieces, including the opera Le due gemelle and the Tempest Symphony

The era of official color-blindness in Latin America has come to an end. For the first time in decades, nearly every state in Latin America now asks their citizens to identify their race or ethnicity on the national census. Most observers approvingly highlight the historic novelty of these reforms, but National Colors shows that official racial classification of citizens has a long history in Latin America.

Through a comprehensive analysis of the politics and practice of official ethnoracial classification in the censuses of nineteen Latin American states across nearly two centuries, this book explains why most Latin American states classified their citizens by race on early national censuses, why they stopped the practice of official racial classification around mid-twentieth century, and why they reintroduced ethnoracial classification on national censuses at the dawn of the twenty-first century. Beyond domestic political struggles, the analysis reveals that the ways that Latin American states classified their populations from the mid-nineteenth century onward responded to changes in international criteria for how to construct a modern nation and promote national development. As prevailing international understandings of what made a political and cultural community a modern nation changed, so too did the ways that Latin American census officials depicted diversity within national populations. The way census officials described populations in official statistics, in turn, shaped how policymakers viewed national populations and informed their prescriptions for national development–with consequences that still reverberate in contemporary political struggles for recognition, rights, and redress for ethnoracially marginalized populations in today’s Latin America.
