LATC-GA 2145 – Semester in Latin America: Brazilian Racial Democracy

Racial democracy, or the myth of racial democracy, has been a dominant national narrative in Brazil throughout the twentieth century. Gilberto Freyre’s The Masters and the Slaves (1933) is often associated as the first articulation of “racial democracy.” Freyre argues that the benevolent nature of Brazilian slavery allowed for a racial democracy—that is, a society not based on racial divisions—to emerge through miscegenation. From the start, the national narrative of racial democracy drew comparisons between the Brazilian “racial paradise” and the segregated United States. The well-developed historiography on Brazilian racial democracy refutes Freyre’s arguments about the benevolent nature of Brazilian slavery and demonstrates how the narrative of racial democracy masks discrimination and racial inequality in Brazil. Yet, ideas attached to racial democracy have a remarkable persistence in Brazil even today, hindering the implementation of affirmative action policies and the recognition of indigenous peoples as national citizens.

The first part of this course focuses on contextualizing the development of racial democracy as a Brazilian national narrative. We examine the dominant racial ideologies and practices that preceded the idea of Brazil as a racial democracy during the Old Republic (1889-1930). Then, we turn to evaluating Freyre’s seminal work The Masters and the Slaves and how it turned into a political project of the Vargas Era (1930-45). We also analyze the challenges to racial democracy during this period by reading about black social movements and intellectuals, and resistance to national indigenous policies. Course readings include theoretical texts on democracy to position various meanings of racial democracy. The second part of the course traces developments and challenges to Brazilian racial democracy from 1945-1985. Themes include how racial democracy intersects with gender/ sexuality, modernization policies, groups excluded from the national mixed-race type, authoritarian rule, and mass culture/popular culture. The final section of the course shifts to contemporary issues of affirmative action and other racially based policies and resistance in popular culture. We focus on the persistence of notions attached to racial democracy and question how the national narrative has changed over time.

The course draws from interdisciplinary texts and sources including scholarly analyses in literary criticism, history and anthropology; archival documents such as Brazilian and US newspapers; film and popular culture; and, novels. Portuguese is not required.

Fifty years after Frantz Fanon: beyond diversity

Frantz Fanon (1925–1961), a West Indian of mixed race, was a French colonial psychiatrist trained in Lyon, France, who worked mainly in colonial North Africa between 1953 and 1957. He was one of the earliest psychiatrists to suggest that the lived experience of ethnic minorities within a discriminatory colonial environment could trigger mental illness. This article focuses on Fanon’s work and contributions to psychiatry, as well as his philosophy, advocacy for social inclusion and pioneering work in culturally relevant rehabilitation. It also examines what lessons could be learnt from his life’s work as a psychiatrist and traces his influence on a generation of psychiatric researchers, suggesting how his contribution may have influenced critical thought and current views.

Background 

This paper aims to compare the classification of race/skin color based on the discrete categories used by the Demographic Census of the Brazilian Institute of Geography and Statistics (IBGE) and a skin color scale with values ranging from 1 (lighter skin) to 10 (darker skin), examining whether choosing one alternative or the other can influence measures of self-evaluation of health status, health care service utilization and discrimination in the health services.

Methods 

This is a cross-sectional study based on data from the World Health Survey carried out in Brazil in 2003 with a sample of 5000 individuals older than 18 years. Similarities between the two classifications were evaluated by means of correspondence analysis. The effect of the two classifications on health outcomes was tested through logistic regression models for each sex, using age, educational level and ownership of consumer goods as covariables.

Results 

Both measures of race/skin color represent the same race/skin color construct. The results show a tendency among Brazilians to classify their skin color in shades closer to the center of the color gradient. Women tend to classify their race/skin color as a little lighter than men in the skin color scale, an effect not observed when IBGE categories are used. With regard to health and health care utilization, race/skin color was not relevant in explaining any of them, regardless of the race/skin color classification. Lack of money and social class were the most prevalent reasons for discrimination in healthcare reported in the survey, suggesting that in Brazil the discussion about discrimination in the health care must not be restricted to racial discrimination and should also consider class-based discrimination. The study shows that the differences of the two classifications of race/skin color are small. However, the interval scale measure appeared to increase the freedom of choice of the respondent.

Introduction

During the 20th century in Brazil, the discussion on race-related issues – either social, economic, educational and/or political ones – was restricted to certain fields of study, such as sociology and social anthropology. More recently, the debate has spread towards public health, and various studies in this area deal with race as a determining factor for health inequity. Such studies include race and/or skin color as one of their variables, but the complexity surrounding racial classification influences and, therefore, hampers the analysis of race as a variable, especially when it is considered as a social construct instead of a biogenetic entity.

The significance of phenotypic distinctions in racial classifications is related to the importance given to race as a basis for the social differentiation and stratification. Besides, in racialized social systems the placement of people in racial categories involves some form of hierarchy that produces definite social relations between races.

Opposed to the North-American bipolarity, Brazilians identify their skin color in a multiple mode, which is less categorical and more contextual. It is the product of a complex equation involving physical traits, socio-economic origin and region of residence that may result in a set of categories spread through a light-dark continuum. As shown by Sansone, Brazilian skin color terminology varies according to strategies individuals use to manage racial relations in several contexts (work, family, leisure, friendships) and also according to their age, education, and income.

The official classification of race/skin color in Brazil is composed by five categories—White [Branco], Brown [Pardo], Black [Preto], Yellow and Indigenous. Despite the controversies, some scholars have argued in favor of this classification: it refers to an objective, precise, “demographic” characteristic more suitable for census purposes than other measures that they consider more related to color identity. In my historical examination of the literary works of Nella Larsen, William Carlos Williams, Langston Hughes, James Weldon Johnson, Jessie Redmon Fauset, and Carl Van Vechten, I investigate U.S. modernists’ interest in Latin America and their attempts to establish trans-American connections. As they engage with and write about countries such as Brazil, Puerto Rico, the Dominican Republic, Cuba, Costa Rica, and Venezuela as utopian spaces, these writers often tend to relegate Latin America to the status of a useful trope, one that allows them to negotiate a variety of identitarian and sexual anxieties.

The domestic political landscape that informs the desire for migration to the Latin Americas—whether real or fantastical—in the early twentieth century leads to Johnson’s depiction of the savvy and ambitious titular character in his first and only novel, Autobiography of an Ex-Coloured Man, to Van Vechten’s, Larsen’s, and Fauset’s fantastical Brazil in their respective Nigger Heaven, Passing, and Plum Bun. Hughes’s translation of Cuban poet Nicolás Guillén’s poetry illustrates his straddling of national and color lines through the translation of language. These writers react to Jim Crow laws, one-drop rules, and color lines in their connections to and fantasies of the Latin Americas. What then of writers who make similar trans-American connections and constructions, but who write from a space of relative privilege, however resistant they are to that privilege? Consider William Carlos Williams, who negotiates the pressures of assimilation in the United States as he attempts to assert his Afro Puerto Rican and Anglo Dominican heritages. Although Williams is commonly recalled as an “all-American” poet, his works betray his constant attempts to harness three perpetually shifting and overlapping identities: that of a son of immigrants, of a first generation “American,” and of a son of the Americas.

The trans-American connections I reveal span the fantastical to the truly cross-cultural. In placing United States modernism and the Harlem Renaissance within a larger hemispheric context, I shift our sense of U.S. modernism in general, but also of the Harlem Renaissance’s place within U.S. modernism in particular.

The Network to Freedom has joined with local partners to present an annual UGRR [Underground Railroad] conference beginning in 2007. These conferences bring together a mix of grass roots researchers, community advocates, site stewards, government officials, and scholars to explore the history of the Underground Railroad. Rotated to different parts of the country, the conferences highlight the unique history of various regions along with new research.

The 2012 Conference theme is the resistance to slavery through escape and flight to and from the South, including through international flight, from the 16th century to the end of the Civil War. Traditional views of the Underground Railroad focus on Northern destinations of freedom seekers, with symbols such as the North Star, Canada, and the Ohio River (the River Jordan) constructed as the primary beacons of freedom. This conception reduces the complexity of the Underground Railroad by ignoring the many freedom seekers that sought to obtain their freedom in southern destinations.

Likewise, borders and the movement across them by southern freedom seekers are also very crucial to our understanding of the complexities of the Underground Railroad. Freedom seekers often sought out political and geographical borderlands, as crossing these locations usually represented the divide between slavery and freedom. To this end, the conference will explore how southern freedom seekers seized opportunities to escape slavery into Spanish Florida and the Seminole Nation, to the Caribbean Islands, and into the western borderlands of Indian Territory, Texas, and Mexico.

Escape from enslavement was not just about physical freedom, but also about the search for cultural autonomy. The conference will explore the transformation and creation of new cultural identities among southern freedom seekers that occurred as a result of their journeys to freedom, such as the dispersal of Gullah Geechee culture and the formation of Black Seminole cultural identity.

The 2012 Conference will include participation by independent and academic scholars at all levels, educators, community activists, public historians and preservationists, and multi-media and performance artists. The conference seeks to create a cultural, historical, and interpretive exchange between domestic and international descendent communities of southern freedom seekers.

Gullah Geechee and Black Seminole descendants are particularly welcome at the conference.

Samba is Brazil’s “national rhythm,” the foremost symbol of its culture and nationhood. To the outsider, samba and the famous pre-Lenten carnival of which it is the centerpiece seem to showcase the country’s African heritage. Within Brazil, however, samba symbolizes the racial and cultural mixture that, since the 1930s, most Brazilians have come to believe defines their unique national identity.

But how did Brazil become “the Kingdom of Samba” only a few decades after abolishing slavery in 1888? Typically, samba is represented as having changed spontaneously, mysteriously, from a “repressed” music of the marginal and impoverished to a national symbol cherished by all Brazilians. Here, however, Hermano Vianna shows that the nationalization of samba actually rested on a long history of relations between different social groups–poor and rich, weak and powerful–often working at cross-purposes to one another.

A fascinating exploration of the “invention of tradition,” The Mystery of Samba is an excellent introduction to Brazil’s ongoing conversation on race, popular culture, and national identity.

This thesis intends to investigate the history of slavery in Brazil, its effects on the demographic, psychological and political reality of Afro-Brazilians, and most essentially: how representations of Afro-Brazilian music and culture that were de-valorized, persecuted and outlawed for such extended periods of time became appropriated by the powerful, white Brazilian communities and subsequently became the quasi-official symbols of Brazilian culture. This research also focuses on Samba as one of these appropriated cultural symbols that, as the focus of Hermano Vianna’s book, The Mystery of Samba, made an “unexplained leap from infamous outcast to (virtually official) national emblem, a transformation conventionally mentioned only in passing…”(12).

RIO DE JANEIRO — Brazil is a big gumbo of ethnicities, its people proud of their diversity and confident their country is among the most tolerant of nations. But this country—a leading center of black culture—has never had a black president.

So like many Brazilians, Carlos Jose Melo said he would eagerly turn out for President Obama when he tours the country’s signature city on Sunday, a day after meeting with President Dilma Rousseff in Brasília.

Melo has spent most of his life in favelas, Rio’s rough-and-tumble shantytowns, which were first settled by former slaves and dirt-poor soldiers.

“In Brazil, we have all kinds of culture, people, and our inner identity comes from black people,” said Melo, 47, a drug abuse counselor in City of God, a favela Obama is expected to visit on Sunday. “That’s why I think Obama is important for the world, because a poor guy suddenly becomes the most important man in the world.”

Obama’s story—the humble beginnings and the rise to prominence and power—is familiar here. And so is his race, which has struck a chord in a country with the world’s second-largest black population, after Nigeria.

…T-shirt dealer Dilci Aguiar de Paula, who is black and has worked at the base of Sugar Loaf for 25 years, said she can hardly contain her excitement.

“He is a president the whole world likes, a black president,” she said. “I would give him a hug. I would tell him he is a good president.”…
