I continue in this paper the subject of the Commixture of Races, beginning my illustrations with the continent of Africa. The narrow strip of land which lies between the Mediterranean and the Great Desert, and which is irrigated from the range of the Atlas, has a fertile soil, with a climate nearly the same as that of Southern Europe. Its aboriginal inhabitants, fair men compared with other African races, speak a language differing from all other known tongues. These people, still numerous in the mountains, are the Berbers or Kabyles. Their race is clearly a peculiar and distinct one, perhaps more European than African or Asiatic.

Notwithstanding the possession of a fine climate and fertile soil, the Berber race, whether under the name of Lybians, Numidians, or Mauritanians, has never, within the bounds of authentic history, attained such a measure of civilisation and power as to have established a powerful united state, capable of maintaining its own independence, of repelling foreign settlement, and of re- sisting foreign invasion and conquest. A commixture with foreign races has, therefore, been in progress for at least thirty centuries. In this long time the native blood has been intermixed with Greek and Phenician through colonisation; with Italian blood through the Roman conquests and an occupation of six hundred years ; with Teutonic blood through the dominion of the Vandals, which was of a century’s duration; with Greek blood again for one hundred and thirty-six years; and, finally, by the con? quest of the Arabs, which may be said to have now lasted for close on seven centuries. To this may be added the Turkish con? quest, without occupation, and the French conquest, which em- braces a large portion of the country, and is likely enough in due time to embrace the whole of it…

Anthropology has thrown much light on the problem of race. What is still wanting, however, is a means of ascertaining even roughly to what extent different races go to make up the different inhabitant* of modern countries. Analyses have been made by many authorities. Teste, such as the index of nigrescence, degree of brunetness.etc., have been proposed, but none have been found satisfactory. Again, the different scales, by which data like the colour of hair and eyes have been classified, have differed in different observers’ hands. I have, in the succeeding pages, followed chiefly the observations of Dr. Beddoe. The application of a mathematical analysis to these observations suggests that these are fundamentally correct; and also that from the beginning of his work to the end he held fast to a fixed scale which had origin not merely in bis own mind, but in the nature of things.   Hitherto, analysis of his results has not been attempted.

In the light of Mendel’s theorem of Heredity it now seems possible to make a beginning. As it is, however, only possible to make a population analysis on the basis of free mating and equal fertility, some consideration of the extent to which these can be postulated is first necessary.

The general theorem governing successive generations is very simple. Let there be at any one time two races mixing in a district. Lot these consist of m persons of constitution (a, a) and n persons of constitution (b, b) where (a, a) denotes an individual having two a elements, and (a, b) and (b, b) have like meanings, then the stable population found, when mating is free and fertility equal, is easily seen to have the proportions…

Zora Neale Hurston once boasted that she was “the only Negro in the United States whose grandfather on the mother’s side was not an Indian chief.”‘ In the same breath, Hurston confessed that she was of mixed blood, but differed “from the party line in that I neither consider it an honor or a shame.” This difference from “the party line,” as she referred to African American perspectives on Native American ancestry, must have been especially striking to Hurston because she had helped to document race mixture during her brief stint as a research assistant to anthropologist Melville Herskovits. Hurston participated in a 1928 study of the ancestry and physical traits of African Americans, which surveyed 1,551 Howard University students and found that 27.2 percent claimed to have some Native American ancestry. Herskovits reports that he went to great lengths to adjust for the “distinct prestige value” of having Native American ancestry within African American communities, but neither he nor Hurston explained why Native American ancestry would have bestowed prestige.

Herskovits’s study was aimed at a long tradition of scientific research on the nature of racial difference. Strongly influenced by the work of anthropologist Franz Boas, Herskovits wanted to explain the achievement of those African Americans with lighter skin and European features in terms of the dominant system of values in American culture. Since the 1860s, Social Darwinists and later hereditarian eugenicists had sought to explain racial differences in terms of the value of innate biological traits possessed by what were considered to be separate and distinct races. Indeed, the perception that all characteristics were biologically determined and maintained in bloodlines, which were then regulated by “blood quantum” standards, formed an important part of how family identity was constructed. Herskovits questioned the biological framework of “racial integrity” by appealing to cultural and social differences to explain differences ascribed to races. However, this scientific attack did not work its way into American racial ideology for quite some time. In the interim, people renegotiated what were understood to be scientific racial categories in various ways, pointing to places where biological classificatory schema denied the historical realities of interracial relations…

Under the comprehensive title chosen, it is my intention to discuss a single problem fundamental to studies of the colored population of the United States: the physical constitution of the American negro.

Students of the negro are aware of the lack of knowledge concerning this problem. Careful determination of the racial elements of the individual or group has been carried out in exceptional cases by relatively few investigators. A number of researches, economic, social, medical, have been completed or are now in progress, the results of which may be directly influenced by the factor of racial constitution, and this factor is generally unknown. The literature of the American negro abounds in contradictory claims concerning his native ability, his endurance of city life, resistance to disease, etc. Throughout the literature the environmental factors are usually recognized, the constitutional element commonly neglected, and to this circumstance some of the opposing results may be attributed.

The colored hybrids and pure-blood negroes are generally dealt with as a biological unit, when in fact the negroid population of the United States is composed of many different types. The hybrid is distinguished biologically from the white and from the negro, but society tries to make him a negro; and as a negro be enters into various records which are used as sources for study. Under such circumstances the conclusions of s research not only fail to convince but often add further complications to the question. Negro problems of importance in their relation to all elements of the population are undertaken without consideration of the racial mixtures of the groups used in the study.

Attempts to differentiate pure negroes and hybrids present many difficulties and it is recognized that the criteria used are inadequate. Further reparation of the hybrids into the subgroups resulting from successive intermixtures with whites or blacks offers greater difficulties and permits less definite conclusions…

In 2006, the Brazilian Health Council approved a National Health Policy for the Black Population. The Policy is striking because it promotes the image of a biologically and culturally discrete black population in a nation where racial classification has historically been relatively fluid and ambiguous. It transforms established patterns of racialization by collapsing “brown” (pardo) and “black” (preto) Brazilian Census categories into a single “black population” (população negra) to be considered a special-needs group by the public health apparatus. This construction resembles the United States’ dominant mode of racialization based on hypodescent and represents a significant departure from hegemonic portrayals of Brazil as a racially mixed nation. Furthermore, the Policy challenges national ideologies of racial and cultural unity by affirming the existence of an essential black body with specific health concerns, as well as an essential Afro-Brazilian culture that materializes in recommendations for culturally competent health care. As such, the Policy constitutes an important site for new negotiations of racial and cultural identity in Brazil.

In this dissertation, I explore the political and social implications of treating racial and ethnic groups differently within Brazilian health care. I examine how the re-definition and medicalization of racial and cultural identities unfolds in public clinics, temples of Afro-Brazilian religion, and social movements based in São Luís and São Paulo, Brazil. Through an analysis of ethnographic data that I collected over twenty-four months, I assess the impact of recent developments in race-conscious health policy on Brazilians’ lived experiences of race, ethnicity, and health disparities.

I argue that the new Policy, and its associated health programs, signals the emergence of a new biopolitical paradigm in which the Brazilian state formalizes citizens’ racial and ethnic differences in order to address inequalities among them. I also show that many aspects of these programs, which incorporate global discourses and concepts related to health equity, fail to resonate with Brazilian citizens’ notions about race and health. Consequently, patients and healthcare providers often resist the new measures. The result is a disjuncture between policy and practice that ultimately hinders Brazil’s efforts to reduce health inequalities among its citizens.

The history of Mexican Americans is a history of the intermingling of races—Indian, White, and Black. This racial history underlies a legacy of racial discrimination against Mexican Americans and their Mexican ancestors that stretches from the Spanish conquest to current battles over ending affirmative action and other assistance programs for ethnic minorities. Asserting the centrality of race in Mexican American history, Martha Menchaca here offers the first interpretive racial history of Mexican Americans, focusing on racial foundations and race relations from prehispanic times to the present.

Menchaca uses the concept of racialization to describe the process through which Spanish, Mexican, and U.S. authorities constructed racial status hierarchies that marginalized Mexicans of color and restricted their rights of land ownership. She traces this process from the Spanish colonial period and the introduction of slavery through racial laws affecting Mexican Americans into the late twentieth-century. This re-viewing of familiar history through the lens of race recovers Blacks as important historical actors, links Indians and the mission system in the Southwest to the Mexican American present, and reveals the legal and illegal means by which Mexican Americans lost their land grants.

Introduction

In this book it is my intent to write about the Mexican American people’s Indian, White, and Black racial history. In doing so, I offer an interpretive historical analysis of the experiences of the Mexican Americans’ancestors in Mexico and the United States. This analysis begins with the Mexican Americans’prehistoric foundations and continues into the late twentieth century. My focus, however, is on exploring the legacy of racial discrimination that was established in the aftermath of the Spanish conquest and was later intensified by the United States government when, in 1848, it conquered northern Mexico (presently the U.S. Southwest) and annexed it to the United States (Menchaca 1999:3). The central period of study ranges from 1570 to 1898.

Though my interpretive history revisits many well-known events, it differs from previous histories on Mexican Americans and on the American Southwest because the central thread of my analysis is race relations, an area of study that is often accorded only secondary significance and generally subsumed under economic or nation-based interpretations. It also differs because I include Blacks as important historical actors, rather than denying their presence in the history of the Mexican Americans. Finally, as part of this analysis I demonstrate that racial status hierarchies are often structured upon the ability of one racial group to deny those who are racially different access to owning land. This process leads to the low social prestige and impoverishment of the marginalized. I close my analysis with commentaries on contemporary United States race relations and auto/ethnographic observations of Mexican American indigenism. Auto/ethnography is used as a method to illustrate how historical events influence racial identity.

This form of intellectual inquiry emerged from my conversations with archaeologist Fred Valdez. In 1986 Fred and I were both hired as assistant professors in the Anthropology Department at the University of Texas at Austin. It was the first time that I had met a Mexican American archaeologist. We were both fascinated by the ethnohistory of the indigenous peoples of the Americas and shared the unconventional view that Mexican Americans were part of the indigenous peoples of the American Southwest. Following endless conversations on the indigenous heritage of the Mexican Americans, we decided to study the indigenous groups of the Southwest that had been conquered by Spain and Mexico. Our objective was to identify the groups that had become subjects of Spain and, later, citizens of Mexico. This research was used to prepare an undergraduate class on the “Indigenous Heritage of the Mexican Americans.” We were pleasantly surprised that our class became very popular, as evidenced by the large enrollments. In general, students were interested in knowing about their heritage, while many others were interested in seeking specific information about the mission Indians from whom they were descended.

For me, this academic endeavor converged with the publication of Michael Omi and Howard Winant’s classic book Racial Formation in the United States: From the 1960s to the 1980s (1986). Their work influenced me to reassess the significance of studying the racial heritage of the Mexican Americans, given that my interest until that point had been solely to outline their indigenous ancestry. According to Omi and Winant, the significance of studying race is not to analyze the biological aspect of a people’s heritage, but rather to understand the politics and processes of racial categorization. They urgently call upon social scientists to study race as a central source of societal organization, because in multiracial societies race has been used historically by those in power to share social and economic privileges with only those people who are racially similar to themselves. Omi and Winant do not urge scholars to explore the origins or psychology of this inclusive-exclusive behavior, but rather to provide a historical context, showing how those in power use race to rationalize the distribution of wealth…

The New Peoples is the first major work to explore in a North American context the dimensions and meanings of a process fundamental to the European invasion and colonization of the western hemisphere: the intermingling of European and Native American peoples. This book is not about racial mixture, however, but rather about ethnogenesis—about how new peoples, new ethnicities, and new nationalities come into being.

Most of the contributors to this volume were participants at the first international Conference on the Métis in North America, hosted by the Newberry Library in Chicago. The purpose of that conference, and the collection that has grown out of it, has been to examine from a regionally comparative and multi-disciplinary vantage point several questions that lie at the heart of métis studies: What are the origins of the métis people? What economic, political, and/or cultural forces prompted the métis to coalesce as a self-conscious ethnic or national group? Why have some individuals and populations of mixed Indian and white ancestry identified themselves as white or Indian rather than as métis? What are the cultural expressions of métis identity? What does it mean to be métis today?

In the opening section of the book, John Elgin Foster, Olive P. Dickason, and Jacqueline Peterson grapple with the chronologies and locations of the emergent métis peoples in the first centuries after contact. In the second section, essays by John Long on the James Bay “halfbreed,” Trudy Nicks and Kenneth Morgan on an indigenous métis community at Grande Cache, Alberta, Verne Dusenberry on the landless Chippewa of Montana, and Irene Spry on the métis and mixed-bloods of Ruperts Land reveal the difficulties in generalizing about métis groups, some of whom have only recently begun to apply that label to themselves. Sylvia Van Kirk, R. David Edmunds, and Jennifer S. H. Brown explore the other side of métis genesis: the individuals and groups who never coalesced into lasting métis communities. The foreword is by Marcel Giraud and the afterword by Robert K. Thomas. First published in the mid-1980s, The New Peoples is considered a classic in the field of métis studies.

At what historic moment and by what means does a ‘people’ spring into being?” ask Jacqueline Peterson and Jennifer Brown in their introduction to the 1985 ground-breaking study, The New Peoples: Being and Becoming Métis in North America. It is an intriguing question, and one that ethnohistorians are beginning to ask with regard to a wide range of groups living on many different frontiers. The editors of The New Peoples take strong issue with Frederick Jackson Turner’s belief that American national identity emerged on the frontier as transplanted immigrants were “fused into a mixed race.” Rather, they argue, the story is one of “genesis of composite ‘mestizo’ populations and the creation of bold and startlingly original ethnic and national identities throughout the two continents” of North and South America. “The rise of the ‘new peoples,’ ” Peterson and Brown believe, “is the most significant historical consequence of the wrenching collision and entanglement of the Old World with the New.” As Rebecca Bateman has pointed out recently, “the very processes responsible for the decimation of many cultural groups of the Americas led to ethnogenesis, the birth of new ones.” This paper will argue in favor of Peterson and Brown’s conclusions by examining the beginnings of one of these new and distinct peoples, the Seminole maroons, whose ethnogenesis took place on the southeastern frontier in the late eighteenth or early nineteenth century, largely as a result of such entanglements between the Old World and the New.

The Seminole maroons’ ethnogenesis and cultural development place them within the frame of reference of neoteric or cenogenic societies, explanations of which tend to stress the multiple heritages of groups formed as a result of frontier expansion. Nancie L. Solien Gonzalez has defined a neoteric group as “a type of society which, springing from the ashes of warfare, forced migration or other calamity, survived by patching together bits and pieces from its cultural heritage while at the same time borrowing and inventing freely and rapidly in order to cope with new, completely different circumstances.” Such groups tended to welcome and even encourage rapid change in order to survive and prosper. Indeed, one might say that they were created by the circumstances to which they adapted.

Coining another term, Kenneth M. Bilby has described cenogenic societies as those

born of conditions associated with the major transformations wrought by the worldwide expansion of capitalism—the large scale uprooting of peoples through wars, conquest and colonization, slavery, migration, and the forced removal of people from their ancestral lands. Most of them emerged from frontier setlings. The resulting sociocultural “fusions” were truly new creations, owing much to the past, but without precedent at the same time. Indeed, the fact that those who evolved these new societies and identities were forced to call upon several cultural pasts, not just one or two, guaranteed original outcomes.

There is considerable overlap between the Gonzalez and Bilby models, but Bilby restricts his argument to small-scale societies. He also takes issue with Gonzalez’s notion that such newly formed societies are essentially “without roots,” arguing instead that “the special kind of abrupt ethnogenesis involved in the creation of these societies does not preclude the transmission of a great deal of cultural knowledge from the past.” Bilby’s central defining characteristic lor cenogenic societies, in fact, is the importance of history and historical consciousness in the development of their self-definition and identity, a notion crucial to an understanding of Seminole maroon ethnohistory…

Research by Michael Logan, Ph.D., of the University of Tennessee shows that increased fertility occurred at a time when things were not going particularly well for both African and Native Americans either — in social, economic and health terms. Interethnic marriage represents a major trend in the demographic history of American Indians. While the majority of these unions involved Indian women and Caucasian men, a sizeable number occurred between Indians and African Americans. The children of these bicultural marriages were “mixed bloods” who in turn typically married non-Indians or other mixed bloods. Using data from the 1910 Census on American Indians in the United States and Alaska, this article explores why American Indians with African ancestry enjoyed high fertility. Differential rates of fertility among American Indians in the past were due to a number of underlying genetic, cultural, and environmental factors. By identifying these factors, the paradox of why Indian women with African heritage did so well in terms of fertility largely disappears. African admixture, however, greatly complicates Indian social identity.

Introduction

The demographic history of American Indians is characterized by a number of major trends, the most dramatic being the immense loss of life resulting from the introduction of several Old World diseases, including smallpox, measles, influenza, cholera, and malaria. While the exact size of indigenous populations in the Americas on the eve of European contact will never be known with certainty, scholars agree that up to 90% of the aboriginal population perished as a direct result of these introduced diseases (Thornton 1987, 1997; Ubelaker 1988; Ramenofsky 1987; Dobyns 1983). By 1900, the population of American Indians in the United States reached its nadir of 237,196 individuals (Thornton 1987:160). Although Ubelaker’s estimate (1988:291) for 1900 is more than twice as high (536,562). it does not alter the fact that millions of Indians died from these and other infectious disorders, as well as from other causes including famine, exposure, alcohol-related trauma, and armed combat with whites and other Indians (sec also Larsen and Milncr 1994; Bianchinc and Russo 1992).

Another highly significant demographic trend explored in this article is an increasing number of intercthnic marriages between American Indian women and non-Indian men. Although a limited number of white women married Indian men, this practice was certainly not common nor widely approved (Fllinghaus 2006; Jacobs 2002). The children of such marital unions were “mixed bloods,” who in turn typically married non-Indians or other mixed bloods (e.g.. Perdue 1998. 2003). Such “assortative” mating leads to an expansion of the gene pool, which, according to Quiggins (1990), may explain why highly admixed Cherokee are at lower risk of developing type-2 diabetes than full blood individuals. A similar finding has also been reported tor the Pima of Arizona (Williams et al. 2000). Using data from the 1980 U.S. census, Sanderur and McKinnell observe “intermarriage of Indians and whites is much more prevalent than that of blacks and whites, and … the extent of Indian white intermarriage has increased dramatically in recent decades” (1986:348).
