Seeing Like Citizens: Unofficial Understandings of Official Racial Categories in a Brazilian University

This paper investigates how students at the State University of Rio de Janeiro (UERJ), one of the first Brazilian universities to adopt race-based quotas for admissions, interpret racial categories used as eligibility criteria. Considering the perspectives of students is important to understand the workings of affirmative action policies because UERJ’s quotas require applicants to classify themselves. Students’ interpretations of those categories often diverge from the interpretations intended by people who shaped the policy. Students’ perspectives are formed by everyday experiences with categorisation and by their self-assessment as legitimate beneficiaries of quotas. In contrast, the policies were designed according to a new racial project, where black consciousness-raising and statistics played an important role.

Brazil has a long history of discrimination based on skin colour and a well documented association between people’s racial category and their access toresources, patterns of socialisation and family formation. At the same time, recently implemented affirmative action policies, designed to address these social injustices, have generated a heated debate over whether it is possible (or appropriate) for such policies to rely on racial classification. Some commentators claim that accurate categorisation is impossible in Brazil because Brazilians are a mixed-race people with no clear racial boundaries. Others suggest that classification is difficult due to ‘fraud’: people can dishonestly declare their racial category in order to benefit from the policy. This paper argues that indeed potential policy beneficiaries often classify themselves differently from how policymakers and advocates would expect them to, but not simply for the above-mentioned reasons. More importantly, there is mismatch between the worldviews and knowledge that policy beneficiaries (those who are able to define whether official categories apply to themselves) and policy designers (who have determined or influenced the shaping of the policies) bring with them when considering the appropriate rules for classifying people for affirmative action purposes…

Multiracial individuals and mixed race households show different residential location patterns depending on the races of the groups involved and the ways in which people report their mixed racial heritage. In this research, we focus on multiracial and interracially married American Indians in recent decades. Although they are substantively interesting, American Indians and multiracial people are rarely represented in social science research on residential location and segregation. Using U.S. public-use microdata from four decades (1980, 1990, 2000, and 2008), we map the locations of two groups of multiracial American Indians and two groups of interracially married American Indians, in comparison to their single-race counterparts. In 1980 and 1990, we measure “multiracial” using the respondents’ answers to both the race and the ancestry census questions. Our disaggregation of different types of mixed-race American Indian households extends the work of Wong (1998, 1999) and Wright et al. (2003) to reflect current sociological knowledge about the varieties of experiences of people in different multiracial situations. By doing so, this research advances knowledge about the social context of race and identity in the contemporary United States.

Recent research has demonstrated the existence of fluidity in both racial self-identification and interviewer classification. Racial self-identification has been shown to vary for the same individuals across contexts (Harris and Sim 2002), over time (Doyle and Kao 2007; Hitlin et al. 2006) and depending on their social position (Penner and Saperstein 2008). Similarly, interviewer classifications of the same individuals have been shown to vary over time (Brown et al. 2007), as well as change in response to biographical events such as incarceration, unemployment and experiencing a spell of poverty (Penner and Saperstein 2008). However, the specific pattern of variation between racial self-identification and interviewer classification—i.e., how they might influence each other over time—has yet to be empirically explored.

The prevailing assumption in the literature on racial identity is that people calibrate or edit their self-identification based on how they are perceived by others (e.g., Nagel 1994). We propose to test this hypothesis directly by examining what happens when there is discordance between an individual’s perceived and self-identified race, using data from the National Longitudinal Study of Adolescent Health. This is a crucial, and up to now missing, piece of the puzzle of whether and how different measures of race relate to one another. Additional analyses will also provide insight into how differences in life chances, such as educational attainment and contact with the criminal justice system, affect how respondents racially identify, are perceived by others and how both change over time.

Patterns of racial classification in the National Longitudinal Study of Adolescent Health are examined. The survey’s large sample size and multiple indicators of race permit generalizable claims about patterns and processes of social construction in the racial categorization of adolescents. About 12 percent of youth provide inconsistent responses to nearly identical questions about race, context affects one’s choice of a single-race identity, and nearly all patterns and processes of racial classification depend on which racial groups are involved. The implications of the findings are discussed for users of data on race in general, and for the new census data in particular.

The American folk concept of race assumes the factual existence of races. However, biological science does not furnish empirical support for this assumption. Public policy derived from nineteenth century slave-owning patriarchy is the only foundation of the “one-drop rule” for black and white racial inheritance. In principle, Americans who are both black and white have aright to identify themselves racially. In fact, recent demographic changes and multiracial academic scholarship support this right.

Crossing Waters, Crossing Worlds explores the critically neglected intersection of Native and African American cultures. This interdisciplinary collection combines historical studies of the complex relations between blacks and Indians in Native communities with considerations and examples of various forms of cultural expression that have emerged from their intertwined histories. The contributors include scholars of African American and Native American studies, English, history, anthropology, law, and performance studies, as well as fiction writers, poets, and a visual artist.

Essays range from a close reading of the 1838 memoirs of a black and Native freewoman to an analysis of how Afro-Native intermarriage has impacted the identities and federal government classifications of certain New England Indian tribes. One contributor explores the aftermath of black slavery in the Choctaw and Chickasaw nations, highlighting issues of culture and citizenship. Another scrutinizes the controversy that followed the 1998 selection of a Miss Navajo Nation who had an African American father. A historian examines the status of Afro-Indians in colonial Mexico, and an ethnographer reflects on oral histories gathered from Afro-Choctaws. Crossing Waters, Crossing Worlds includes evocative readings of several of Toni Morrison’s novels, interpretations of plays by African American and First Nations playwrights, an original short story by Roberta J. Hill, and an interview with the Creek poet and musician Joy Harjo. The Native American scholar Robert Warrior develops a theoretical model for comparative work through an analysis of black and Native intellectual production. In his afterword, he reflects on the importance of the critical project advanced by this volume.

This essay is a close engagement with the work of Stuart Hall which has been central to the project of unraveling the complexities of difference, divisions in history, consciousness and humanity, embedded in the geo-political oppositions of colonial center and colonized margin, home and abroad, and metropole and periphery. Hall has exposed the temporal enigma that haunts the relation between colonial and post-colonial subject formation. In response, the essay focuses on the geo-politics rather than the linear temporality of encounters in an examination of the sources of tension, contention and anxiety that arise as racialized subjects are brought into being through narration in examples drawn from The Interesting Narrative of the Life of Olaudah Equiano and post-colonial Caribbean novelists. The essay concludes by positing an alternative narrative for the emergence of the modern racialized state in Britain, one that has its origins in official responses to the presence of black American troops and West Indian civilian and Royal Air Force (RAF) personnel on British soil during World War II, rather than to the Caribbean migrants who arrived on the Empire Windrush in 1948.

…It was not only black subjects that were policed and disciplined. Black servicemen were dialogically constituted in their blackness in and through their potential and actual encounters with white women who were also to be ‘managed’. Reynolds records the ‘intensive efforts [that] were made to guide the conduct of British women’. For women who were in the armed service ‘military discipline was invoked’ to discourage them from fraternizing with black soldiers and by January 1944 these policies hardened when ‘the Women’s Territorial Auxillary issued an order ‘‘forbidding its members to speak to colored American soldiers except in the presence of a white [person]’’’. These systems of surveillance were not only instituted and regulated by the military they were also enabled and maintained by members of local constabularies who ‘routinely reported women soldiers found in the company of black GIs to their superiors.’ Even civilian women were prosecuted by their local police who evoked ‘a variety of laws’ to take them into custody when they were found ‘in company of black soldiers’ (Reynolds 1996, p. 229).

White women were counseled by families, friends and authorities alike, against marriage with black men; black American soldiers who wished to marry British women were refused permission to do so by their Commanding Officers and quickly transferred. Black journalist Ormus Davenport, ‘himself a wartime GI, claimed that there had been a ‘‘gentleman’s agreement’’ to prevent mixed marriages’. But ‘in the 8th Air Force Service Command where most of the American Air Force blacks were concentrated, a total ban on such marriages was quite explicit’ (Reynolds 1996, p. 231). Until her suicide in 1996, May Ayim was one of the leading voices among Afro-German women and the group’s most prominent poet. In her poetry and essays, she addresses such topics as marginalisation, multiculturalism and identity formation and describes her struggle to live in a society where she encountered racial prejudice and stereotypes. Her texts map the stages in her development from rejecting being black and wishing to be white to affirming her biracial identity, which she came to view as a source of her creativity. In her poetry she not only depicts aspects of the Afro-German experience but also powerfully evokes feelings of abandonment, loneliness, love and death. In this article I will set Ayim’s work into the context of the Afro-German experience and highlight issues that were of particular concern to her.

Previous work discussing Black beauty has tended to concentrate on Black women’s search for white beauty as a consequence of racialization. Without denying either the continuation of such aesthetics or their enduring power, this book uncovers the cracks in this hegemonic Black beauty.

Drawing on detailed ethnographic research amongst British women of Caribbean heritage, this volume pursues a broad discussion of beauty within the Black diaspora contexts of the Caribbean, the UK, the United States and Latin America through different historical periods to the present day. With a unique exploration of beauty, race and identity politics, the author reveals how Black women themselves speak about, negotiate, inhabit, work on and perform Black beauty. As such, it will appeal not only to sociologists, but anyone working in the fields of race, ethnicity and post-colonial thought, feminism and the sociology of the body.

What is beauty?
Writing a book on Black beauty has made me face many challenges. One of these has been unease about knowing just where to start when looking at beauty itself. Should I start with Rastafarianism as a Jamaican or should I start with Ivan Van Sertima’s (1989) Black Women in Antiquity or should I start with the words of Black British women who participated in my research? As you would expect, I suppose, knowing that I am an ethnographer, women’s words are my first port of call. When I asked Ray, a twenty-three-year-old Black ‘mixed race’ British student what Black beauty meant to her she replied:

Black beauty to me is – it’s a tricky question. But I think a really beautiful Black woman or a ‘mixed race’ woman out of them all is the one that has the potential to be stunning. My ideas of Black and beautiful I would say that they originate from my mother’s side of the family also the media probably influenced it. Being at home in Jamaica, what I call home in Jamaica and also even here which has a high Black population and even just within myself as well. Accepting myself as being beautiful I believe was a big step in knowing more about and having ideas on what Black and beautiful are especially from childhood experiences as an example because I grew up in a predominantly white neighbourhood. When I was eleven or twelve I met my best friend and I started to chill with her etc. and go over to Hud and I discovered that my hair, my nose, my lips, my skin colour, everything was actually beautiful and normal if anything above normal standards, normal or better than the norms that I was used to. That is, white straight hair, thin lips you know all that kind of thing, even the colour of the eyes, blue eyes.

With these words Ray orients us to the difficulty of defining once and for all what Black beauty is or could be claimed to be. Instead she points out its complexities when she first says that beauty is about having the potential to be stunning as she makes it clear that beauty is about an appeal to the senses and a judgement is made based on that appeal. For her such judgements have a context in her home in Jamaica, her mother’s family, Black community acknowledgement and acceptance of your beauty, your own acceptance of yourself as beautiful and a continuing uneasy interconnectedness with ideals of white beauty. Black beauty then is lodged in diasporic sociality, sensibilities and processes of transculturation. It is also about racialized aesthetics, the link between the psyche and the social mediated by the surface of the skin and a process of self discovery throughout one’s life…

A new study of Chinese-Caucasian, Filipino-Caucasian, Japanese-Caucasian and Vietnamese-Caucasian individuals concludes that biracial Asian Americans are twice as likely as monoracial Asian Americans to be diagnosed with a psychological disorder.

The study by researchers at the Asian American Center on Disparities Research at the University of California, Davis, was reported Sunday at the annual meeting of the American Psychological Association in Boston.

“Up to 2.4 percent of the U.S. population self-identifies as mixed race, and most of these individuals describe themselves as biracial,” said Nolan Zane, a professor of psychology and Asian American studies at UC Davis. “We cannot underestimate the importance of understanding the social, psychological and experiential differences that may increase the likelihood of psychological disorders among this fast-growing segment of the population.”…
