Assimilation and Racialism in Seventeenth and Eighteenth-Century French Colonial Policy

Although the idea of race is increasingly being historicized, its emergence in the context of French colonization remains shadowy. This is despite the fact that colonization was central to the emergence of race in French culture. The French are either credited with a generous vision and treatment of Amerindians or they are kept in limbo. The publication of Richard White’s Middle Ground in 1991 shook up these conventional ideas by showing that French conciliation toward indigenous peoples had to be explained by particular political and economic factors rather than by national character. Yet the issue of race has remained almost untouched, and French America has still not taken its place in the current debate about race, color, and civility.

The present essay is an empirical contribution to the discussion on the origins of European racialism as applied to colonial situations. It argues that racial prejudice in colonial Canada emerged only after an assimilationist approach had been tried for almost a century and had failed. In the seventeenth century, French policy toward the indigenous peoples of New France relied on the assimilation of the natives to French religion and culture. The aim was to mix colonial and native peoples in order to strengthen the nascent New France. This policy of francisation (sometimes translated as “Frenchification”) was based on a paternalistic vision of cultural difference: the French officials viewed the Amerindians as “savages,” socially, economically, and culturally inferior to the Europeans. As such, they had to be educated and brought to civility. This policy remained the official “native policy” employed throughout the period of the French regime in Canada despite the internal tensions and contradictions displayed by French officials. Historians have traditionally emphasized the implementation of this policy by missionaries and, consequently, have neglected or, at best, diminished the significance of francisation for civil authorities. The conversion of Amerindians to Christianity was undoubtedly an important part of the policy of francisation, but that importance has been overstated: francisation was more a political program than a religious one. An understanding of the central role played by the state in the promotion of the policy of assimilation has profound consequences for our comprehension of the relations between the French and Amerindians…

In the last two decades the comparative analysis of race relations in the U.S.A. and Brazil has been based on a conventional wisdom. It is the corollary of a larger conventional wisdom in the study of comparative race relations. The thesis is that systems of race relations in the Western Hemisphere are primarily of two types: bi-racial and multi-racial. The distinction is normally spelled out as follows. The U.S.A. is a prime example of a bi-racial system. In the prevailing logic of the US legal and social structure, individuals have historically been either black or white. In Brazil, on the other hand, there has been a spectrum of racial distinctions. At a minimum, Brazilian social practice has recognised white, black and mulatto. At a maximum, the phenotypical distinctions have become so refined as to defy analysis, or effective application for those who would discriminate.

Take just about any exercise in social mapping and it is the hybrids, those that straddle categories, that are missing. Take most arrangements of multiculturalism and it is the hybrids that are not counted, not accommodated. So what? This article is about the recognition of hybridity, in-betweenness. The first section discusses the varieties of hybridity and the widening range of phenomena to which the term now applies. According to anti-hybridity arguments, hybridity is inauthentic and ‘multiculturalism lite’. Examining these arguments provides an opportunity to deepen and fine-tune our perspective. What is missing in the antihybridity arguments is historical depth; in this treatment the third section deals with the longue durÈeand proposes multiple historical layers of hybridity. The fourth section concerns the politics of boundaries, for in the end the real problem is not hybridity—which is common throughout history—but boundaries and the social proclivity to boundary fetishism. Hybridity is a problem only from the point of view of essentializing boundaries. What hybridity means varies not only over time but also in different cultures and this informs different patterns of hybridity. Then we come back to the original question: so what? The importance of hybridity is that it problematizes boundaries.

The Attitudes Toward Multiracial Children Scale (AMCS) was developed to measure adults’ attitudes concerning the psychosocial development of multiracial children. Two separate studies were conducted to evaluate the items devised for the scale. In the first study, an initial version of the AMCS was administered to 250 college students from racially/ethnically diverse backgrounds. Results revealed that scores on the 43-item scale were internally consistent (Cronbach’s alpha = .92) and that four factors (i.e., Multiracial Identity, Multiracial Heritage, General Adjustment, and Social Relationships) could be identified. The AMCS was then revised and administered to a group of 187 participants. Again, factor analysis yielded a four-factor solution (i.e., Psychosocial Adjustment, Self-Esteem, Multiracial Identity, and Multiracial Heritage). The internal consistency for scores on the resulting 23-item scale was good (Cronbach’s alpha = .87) and 3-week test-retest reliability (n = 15) was .77.

Who is black today, and who will be black tomorrow? Kerry Ann Rockquemore and David L. Brunsma, two sociologists, decided to initiate a research project to study this complicated and highly controversial question, in part to provide sorely needed empirical data to facilitate informed discussions on multiracialism. The authors also hope that their book can be used as a resource to guide decisions about the inclusion of a multiracial category in the 2010 census. Rockquemore and Brunsma chose to focus specifically on individuals who have one black and one white parent.

Beyond Black: Biracial Identity in America is composed of six chapters and is easy reading, while at the same time being intellectually stimulating and challenging. The first chapter lays the groundwork for explaining why it is necessary to study biracial identity formation in a scholarly fashion. This chapter includes a straightforward discussion of the role of slavery, the “one-drop” rule, miscegenation, the Jim Crow laws, and the civil rights era in the rigid categorization of blacks as a racial category in the United States. The Journal of Black Studies has now issued two special issues on President Barack Hussein Obama. “The Barack Obama Phenomenon” (Mazama, 2007) examines the historic candidacy of the then Illinois Senator. The present issue explores Obama’s nascent presidency and matters of race and racism, both in the run-up to and in the wake of his landmark victory.

Try as one might, it is not possible to minimize the centrality of race in all areas of American life, even now. Indeed, since the inception of the American republic, built on the backs of enslaved Africans, race and color have been the ultimate determinants of socioeconomic status. For over four centuries, dating from around the mid-15th century, millions of Africans were forcibly transported across the Atlantic Ocean, and scores of them were brought to the United States, where their forced labor provided the engine for the American capitalist machine…

…Whatever the case, W. E. B. Du Bois’s prescient statement (1903) regarding the problem of the color line in the 20th century is no less true today—even as we head into the second decade of the 21st century. Be that as it may, Barack Hussein Obama is the 44th President of these United States. As a result, scholars will undoubtedly dissect his election and his presidency for the foreseeable future. We begin that process herein.

I get the “what are you” question a lot. I usually get a warning that the question is coming: a tilt of the head, a squint of the eyes, a puzzled look as the wheels turn in my questioner’s head. She or he will try to figure out where I fit, what possible combination or part of the world looks like me. And when the search of the database ends without a satisfactory answer, my questioner will ask, “What are you?”

For a long time, I didn’t like this question because I didn’t have a neatly packaged answer. “My dad is sansei, a third generation Japanese American, and my mom’s ancestry goes back three generations to France and Switzerland,” I’d respond. Sometimes that answer would be satisfactory, but most often, it was not. “But what are YOU?” or “But you don’t look THAT Japanese” or even “Wow, your English is really good”—that’s what would usually follow.

When it did, I would feel like I had done something wrong, that I had failed, and that I should do more to explain myself. I wanted to be understood so badly that I sometimes tried to deny part of who I was in order to more successfully fit into someone’s perception of who I should be. But a few years ago, all of that changed. It wasn’t an overnight decision for me, but rather a process that was the result of many conversations, confrontations, and tears. At some point during my time in Burlington, I became comfortable with my biracial identity. More than comfortable, I became proud…

…I now see fluid identity as a strength. I like being able to move in and out of different communities, being able to express the cultural characteristics of my surroundings without much thought. Perhaps the best example of this came a few years ago while I was in line at Disneyland with a few friends. The women ahead of us were exchange students from Japan. We talked for the forty-five minutes or so it took to get on the roller coaster, and when we got off the ride, my friends commented on how I “became Japanese” as I talked with the students. “Your sentence structure changed. You bowed your head a lot. It was like you became a different person. Do you always do that around Japanese people?” Their questions truly caught me off guard, not because I felt insecure in who they perceived me to be, but because I really hadn’t noticed I did that. Fluid identity is just as it sounds: the ability to identify in a way that takes into account the cultural currents and adjust accordingly. The issues it raises permeate all aspects of who I am…

Months and months of wading through red ink, volleying e-mails, coordinating, coordinating, and coordinating came to fruition for the Mixed Heritage Club on Friday night, as their much-anticipated speaker, Eric Hamako, gave the talk, “Monsters, Messiahs, or Something Else?” a discussion of mixed race issues in sci-fi movies.

Hamako, a doctoral student at the University of Massachusetts Amherst, intrigued the audience with his observations and theories regarding the portrayal of the “new” and “old” mixed race ideals in popular entertainment. Citing the movies Blade and Underworld, Hamako explained the portrayal of mixed-race people as “monsters” or “messiahs”—with vampires, humans, and werewolves becoming the racial metaphors.

The “monster” depiction of mixed-race people, Hamako explained, comes from the “old” conception of mixed race, which presented mixed-race people as deformed, immoral, or somehow wrong or inhuman. The “new” conception of mixed race, on the other hand, presents opposite stereotypes—that mixed-race people are beautiful, genetically superior, and the easy way to quash racism. Hamako calls this the “messiah” depiction.

Using clips from “Underworld,” Hamako showed the movie’s symbolic pitting of the new messiah version of mixed race against the old monster version. Hamako said that this is a way of injecting the new stereotypes about mixed race into the audience’s mind and attempting to justify forgetting that the old stereotypes existed by symbolically destroying them…

As more U.S. youth claim “mixed” heritages, some adults are proposing to erase race words altogether from the nation’s inequality analysis. Yet such proposals, as detailed ethnography shows, ignore the complex realities of continuing racialized practice. At an urban California high school in the 1990s, “mixed” youth strategically employed simple “race” categories to describe themselves and inequality orders, even as they regularly challenged these very labels’ accuracy. In so “bending” race categories, these youth modeled a practical and theoretical strategy crucial for dealing thoughtfully with race in 21st century America.

4 experiments explored adult and grade school children’s beliefs about inheritability of identity, particularly the “one-drop rule” that defines children of mixed-race parents as belonging to the racial category of the minority parent. In Study 1, 8- and 12-year-olds (N=32) and adults (N=43) were asked the category membership of mixed-race children and the degree to which they resembled each parent. Study 2 investigated whether the same-aged children (N=36) and adults (N=18) expected mixed-race children to have white, black, or intermediate features. Study 3 explored children’s (N=46) expectations about the inheritability of the same properties in animals. Older children, like adults, were found to believe that mixed-race children have black racial features. Adults additionally believe that such children inherit the categorical identity of the minority parent. Study 4 repeated the same tasks with black and white children (N=39) attending an integrated school. Unlike children attending a predominantly white school, children in the integrated school (regardless of race) expect mixed-race children to have intermediate racial features.
