PREFACE

When I was a child, growing up on a council estate in the North-East of England, I imbibed enough of the background racial tensions of the late 1970s and 1980s to feel profoundly unwelcome in Britain. My right, not just to regard myself as a British citizen, but even to be in Britain seemed contested. Despite our mother’s careful protection, the tenor of our times seeped through the concrete walls into our home and into my mind and my siblings’. Secretly I harboured fears that as part of the group identified by chanting neo-Nazis, hostile neighbours and even television comedians as ‘them’ we might be sent ‘back’. This, in our case, presumably meant ‘back’ to Nigeria, a country of which I had only infant memories, and a land upon which my youngest siblings had never set foot.

At the zenith of its swaggering confidence, the National Front – the NF – made enough noise and sparked enough debate within Britain to make the idea of sending ‘them’ ‘back’ seem vaguely plausible. The fact that in the 1970s and 1980s reputable, mainstream politicians openly discussed programmes for voluntary assisted repatriation that were aimed exclusively at non-white immigrants demonstrates the extent to which the political aether had been polluted by the politics of hate. In the year of my birth the Conservative Party’s General Election Manifesto contained a pledge to encourage voluntary repatriation of immigrants. Today we seem to have forgotten that Enoch Powell’s prediction of ‘Rivers of Blood’ was followed, many years later, by unsubtle calls for a mechanism to be found that might prevent the black British population from ‘doubling or trebling’. In 1981 Powell suggested that people from the ‘new commonwealth’ might be ‘happier outside of the UK’, and proposed a new British Nationality Act to redefine what British citizenship meant. In my childish fearfulness such discussions translated into a deep but unspoken anxiety that a process might, feasibly, be set in train that could lead to the separation and destruction of my family.

To thousands of younger black and mixed-race Britons who, thankfully, cannot remember those decades, the racism of the 1970s and 1980s and the insecurities it bred in the minds of black people are difficult to imagine or relate to. But they are powerful memories for my generation. I was eight years old when the BBC finally cancelled The Black & White Minstrel Show. I have memories of my mother rushing across our living room to change television channels (in the days before remote controls) to avoid her mixed-race children being confronted by grotesque caricatures of themselves on prime-time television. I was seventeen when the last of the touring blackface minstrel shows finally disappeared, having clung on for a decade performing in fading ballrooms on the decaying piers of Britain’s seaside towns. I grew up in a Britain in which there were pictures of golliwogs on jam jars and golliwog dolls alongside the teddy bears in the toy shop windows. One of the worst moments of my unhappy schooling was when, during the run-up to a 1970s Christmas, we were allowed to bring in our favourite toys. The girl who innocently brought her golliwog doll into our classroom plunged me into a day of humiliation and pain that I still find hard to recall, decades later. When, in recent years, I have been assured that such dolls, and the words ‘golliwog’ and ‘wog’, are in fact harmless and that opposition to them is a symptom of rampant political correctness, I recall another incident. It is difficult to regard a word as benign when it has been scrawled onto a note, wrapped around a brick and thrown through one’s living-room window in the dead of night, as happened to my family when I was a boy of fourteen. That scribbled note reiterated the demand that me and my siblings be sent ‘back’…

The sixteenth-century changes wrought by expansion of Spanish empire into Peru shaped the ways of being a family in colonial Peru. Even as migration, race mixture, and transculturation took place, family members fulfilled obligations to one another by adapting custom to a changing world. Family began to shift when, from the moment of their arrival in 1532, Spaniards were joined with elite indigenous women in political marriage-like alliances. Almost immediately, a generation of mestizos was born that challenged the hierarchies of colonial society. In response, the Spanish Crown began to promote the marriage of these men and the travel of Spanish women to Peru to promote good customs and even serve as surrogate parents. Other reactions came from wives in Spain who, abandoned by husbands, sought assistance to fulfill family duties. For indigenous families, the pressures of colonialism prompted migration to cities. By mid-century, the increase of Spanish migration to Peru changed the social landscape, but did not halt mixed-race marriages. The book posits that late sixteenth-century cities, specifically Lima and Arequipa, were host to indigenous and Spanish families but also to numerous ‘blended’ families borne of a process of mestizaje. In its final chapter, the legacies for the next generation reveal how Spanish fathers sometimes challenged law with custom and sentiment to establish inheritance plans for their children. By tracing family obligations connecting Peru and Spain through dowries, bequests, legal powers, and letters, Transatlantic Obligations presents a powerful call to rethink sixteenth-century definitions of family.

This book begins with a simple question: why do so many Dominicans deny the African components of their DNA, culture, and history?

Seeking answers, Milagros Ricourt uncovers a complex and often contradictory Dominican racial imaginary. Observing how Dominicans have traditionally identified in opposition to their neighbors on the island of Hispaniola—Haitians of African descent—she finds that the Dominican Republic’s social elite has long propagated a national creation myth that conceives of the Dominican as a perfect hybrid of native islanders and Spanish settlers. Yet as she pores through rare historical documents, interviews contemporary Dominicans, and recalls her own childhood memories of life on the island, Ricourt encounters persistent challenges to this myth. Through fieldwork at the Dominican-Haitian border, she gives a firsthand look at how Dominicans are resisting the official account of their national identity and instead embracing the African influence that has always been part of their cultural heritage.

Building on the work of theorists ranging from Edward Said to Édouard Glissant, this book expands our understanding of how national and racial imaginaries develop, why they persist, and how they might be subverted. Analyzing experiences of White mothers of daughters and sons of color across the U. S., Chandler provides an insider’s view of the complex ways in which Whiteness norms appear and operate. In Colluding, Colliding, Contending with Norms of Whiteness, Jennifer Chandler takes on the difficult task of unpacking Whiteness within interracial family structures. Although it is more indirectly related to urban education, she translates her findings into a thoughtful argument about the ways in which White teachers embrace and resist race and racism. Chandler reaches past an analysis of identity tropes and personality dispositions to address the structural and societal factors that make it easier for White women to ignore race, and disobedient for White women to address issues of race. Chandler also problematizes White homogenous communities where race is never perceived as an “their” problem. Members of these communities do not welcome disruptions to the common sense rhetoric that keep these spaces disaffected by racism.

The balance, and often imbalances of how people relate to race become painfully apparent as Chandler carefully constructs her narratives about a diverse set of women. She is both empathetic and critical, generous and harsh, and insider and outsider in her task to portray the myriad experiences of White women who knowingly or ignorantly enter into hostile racial contexts in their families, neighborhoods, and schools. Chandler’s book opens the door for further conversations about how educators can support White female teachers to address their complicity with racism as a step toward becoming better teachers and advocates for students of color in their classrooms.
